County Board Work Session with County Manager Transit Planning Update March 6, 2015

Purpose of Update Update Board on status of developing alternative transit strategies for the Columbia Pike, Pentagon City and Crystal City corridors Respond to Board Member’s request that the transit alternative be submitted for inclusion in the Constrained Long Range Plan (CLRP) this fall 2

Streetcar Termination On Nov. 18, 2014, Board requested staff to develop alternative transportation strategies to improve transit options and capacity for Columbia Pike and Crystal City/Potomac Yard corridors without a streetcar Impact is significant –Over 1/3 of County bus service operates on the Columbia Pike, Pentagon City and Crystal City corridors 3

Planning Context – the TDP Columbia Pike and Crystal City analysis to be undertaken as part of FY2017-FY2026 Arlington County Transit Development Plan (TDP) –Enables strategies to be coordinated with transit improvements in other parts of the County –Ensures improvements are eligible for State funding –Submission to DRPT required by Spring 2016 4

TDP Development Process Development of the TDP will involve –System-wide analysis of the service –Detailed review of Columbia Pike, Pentagon City & Crystal City/Potomac Yard Corridors Strategies to make transit a more attractive travel option –‘Cost Affordable’ ten year plan for new services and supporting capital improvements Vehicles, facilities, technology and infrastructure Maintenance and storage facility to support fleet is most critical need for ART system 5

Critical Issues to Address Lack of bus storage and maintenance facility space Cost of WMATA service Coordination with partner jurisdictions –WMATA, Fairfax County, City of Alexandria Other supporting improvements –Roadway –Bus provisions – Pentagon City & Crystal City –Off vehicle fare provision 6

TDP Development Schedule Undertake outreach with passengers and the public on needs – March - June 2015 Initiate consultant work on TDP development – June 2015 Develop and evaluate service and capital improvements –Summer/Fall 2015 Submission of TDP to DRPT – Spring 2016 –Board review and approval required 7

Funding Initiatives As service and capital projects are developed through the TDP, funding applications will be submitted –Local funding through County CIP – Winter/Spring 2016 –State funding through DRPT – Feb 2016 –Regional HB2313 funding through NVTA – Spring 2016 (tentative timing) –Federal funding to be explored – Spring 2016 Projects using federal funding or triggering air quality conformity requirements (major service enhancements and regional projects) must be submitted for inclusion in the CLRP 8

Other Initiatives County work groups are examining lessons learned as well as best practices By March these groups will: –Identify plans that must be updated –Propose near-term bus service improvements –Engage in stakeholder outreach centered around impacts to funding, development, affordable housing, transit alternatives –Offer recommendations on civic engagement strategies 10
