THE LOCATION SPECIALISTS TM NARUC February 2015

THE LOCATION SPECIALISTS TM Confidential and Proprietary TruePosition specializes in wireless location for safety, security & surveillance applications 20 year history focused on wireless location Nationwide E-911 deployments with major US Carriers International safety and security deployments in multiple countries Wholly owned subsidiary of Liberty Media TRUEPOSITION INTRODUCTION 2

THE LOCATION SPECIALISTS TM Confidential and Proprietary 3 TRUEPOSITION TECHNOLOGIES UTDOA - Uplink Time-Difference of Arrival Specially designed Location Measurement Units (LMUs) make timing measurements of Uplink signal. Provides high accuracy (50m) and yield in urban and suburban environments

THE LOCATION SPECIALISTS TM Confidential and Proprietary Call Routing No improvement to the problem of 911 calls routing to wrong PSAP 7 NEW RULES: CONCERNS AND UNCERTAINTY

THE LOCATION SPECIALISTS TM Confidential and Proprietary Call Routing No improvement to the problem of 911 calls routing to wrong PSAP Latency: “We adopt a 30-second limit on the time period allowed for a CMRS provider to generate a location fix in order for the 911 call to be counted towards compliance with existing Phase II location accuracy requirements that rely on outdoor testing, but we do not extend this provision to the new indoor-focused requirements adopted in this order.” 8 NEW RULES: CONCERNS AND UNCERTAINTY

THE LOCATION SPECIALISTS TM Confidential and Proprietary Call Routing No improvement to the problem of 911 calls routing to wrong PSAP Latency: “We adopt a 30-second limit on the time period allowed for a CMRS provider to generate a location fix in order for the 911 call to be counted towards compliance with existing Phase II location accuracy requirements that rely on outdoor testing, but we do not extend this provision to the new indoor-focused requirements adopted in this order.” Compliance Validation Written Rules seem unclear how accuracy will be validated NENA Webinar, with FCC participation, provided some further clarification (see screenshot on next slide), but significant uncertainty remains 9 NEW RULES: CONCERNS AND UNCERTAINTY
