12  ALL RA Applicants MUST: ◦ Have 501(c)(3) status; or ◦ Locally-incorporated nonprofit status ◦ Must submit evidence of nonprofit status with application and IRS annual return or equivalent annual tax report to the state  NOTE: ◦ If RA’s want to be included in the 25% set- aside they may only submit one application for one SC 12

15  Salary comparability information must be submitted.  A proposed salary request will be considered comparable if it does not exceed the average of the 3 salaries by 10%. (see p. 29-30 of NOFA for specific info) 15

16  Information must be submitted for a minimum of three local employers who employ social workers, case managers, or positions similar to that of the ROSS-SC.  You may use the salary you pay your ROSS-SC or other similar staff as one of the salary comparables you submit. 16

17  If your organization is in a remote/rural area or small metropolitan area with few employers who do this type of work, you may include information from a nearby metropolitan area (p. 29)  Submit information in chart form per sample in the NOFA and read NOFA for other requirements, e.g. date, letterhead, etc.) 17

19  Rental Assistance Demonstration (RAD) Conversions. The NOFA specifies that PHAs may not apply to serve units that have been approved for RAD conversion or have already converted. (p. 3).  Also, PHAs that are submitting RAD applications for some or all of their units, but that have not received approval, will have to withdraw their request for a ROSS grant as soon as they receive a RAD Commitment to enter into a Housing Assistance Payment (CHAP). 19

20  HUD will fund up to three ROSS-SCs COMBINED TOTAL per Public Housing Authority (PHA) or tribe/Tribally Designated Housing Entity (TDHE). (p. 19)  So make sure to coordinate with other applicants. 20

23  PHAs, tribes/TDHEs and 501(c)(3) nonprofits applying on their behalf may apply for up to 3 SCs depending on number of ACC (or NAHASDA-assisted) Units (p.):  50-1000 units = 1 SC  1001-2500 units = 2 SCs  2501+ units = 3 SCs  See pages 19 and Appendix  NOTE: Each SC must serve AT LEAST 50 units annually 23

24  Site-based Resident Associations : ◦ May apply for 1 SC for the project that they represent. ◦ Site-based RAs may apply jointly if necessary to add up to at least 50 units (see p. 19 “Joint Applications”) ◦ Only three site-based RAs from any one PHA may be funded – for NEW AND/OR RENEWAL (p. 6-7, p.38, Appendix) 24

25  RAs with 501(c)(3) status: ◦ If availing themselves of the 25% set-aside:  1 SC  If not availing themselves of the 25% set-aside up to: 9 SCs for 3 different PHAs  CAPAs required of all RAs. 25

26  Nonprofits may apply for (p. 19 and Appendix): 1 SC per supporting RA (up to 3 at one PHA); OR Up to 3 per PHA/tribe/TDHE if the number of ACC/NAHASDA-assisted units supports the maximum ◦ Up to 9 SC positions (RENEWAL and/or NEW)  A letter of support (and other information) is required from every RA or PHA that a nonprofit intends to serve. (Threshold item) 26

27  HUD will fund a maximum of 3 ROSS-SC positions to a PHA/tribe/TDHE ◦ Example: If a PHA has 3 site-based RAs that apply and the PHA is eligible for and applies for 3 positions as well – only 3 positions will be funded total. (p. 2-3)  Coordinate your applications.  If more than one application for the same project is received, the first to be chosen from the lottery will be awarded. 27

28  HUD also expects that grantees who have other grants that provide service coordination or case management, will also coordinate their efforts so that ROSS-SC grants do not serve the same residents as PH FSS, Choice Neighborhoods, etc.  A note on “services” and “fairs” – if you have a health fair or a job fair, you can invite residents across housing programs – even non-assisted! The only restrictions are on the people you actually count as being “service coordinated” by the ROSS grant.  The same is true for classes you coordinate that may have extra spaces… anyone can benefit. 28

29  All program participants must be residents of conventional public housing or NAHASDA-assisted housing.  Section 8 residents are not eligible to be served by this grant. 29

30  Use p.3 of the HUD-52768, to designate whether your SC position(s) will serve:  1. Families and/or  2. Elderly/Disabled  REMEMBER: If you have EDSC you should only apply to serve families or you risk losing your EDSC funding (Question 7 on 52768) 30

31  PHAs that are recipients of the Elderly Disabled Service Coordinator (EDSC) add-on from the Operating Fund should not propose to serve elderly/disabled populations unless they are willing to forgo, IN PERPETUITY, their EDSC funding. 32  May apply to serve the same projects; entirely different projects; or a mix thereof.  May change budget, number of SCs, population to be served, logic model goals, etc.  PHA/TDHE/nonprofit applicants: If the number of ACC/NAHASDA units has changed, you may be eligible for more SC positions (or less) depending on unit count  Renewal PHA and RA Applicants may not also submit applications under the “new” category 32

33  By statute, 25% of funds must go to qualified Resident Association applications.  All RAs (including those applying as nonprofits) should indicate their RA status on p 1of the HUD-52768 (also indicate the type of RA you are and what type of nonprofit status you have).  Site-based RAs funded in 2013 can only apply to renew their 2013 grant.  Site-based RAs with older grants or no prior grants at all can apply for “new” funding (also part of the 25% set-aside).  Site-based RAs with grants from 2014 or 2015 cannot apply for additional funding.  REMINDER: Site-based RAs can only apply for 1 SC. 33

34 For Each Coordinator:  Salary – up to $70,000 per year in salary and fringe  DO NOT request max if comparable professions in local area do not support this salary. Submit your salary comparability information to justify your request.  $10,000 each year for administrative expenses  $2,000 each year for training/travel 34

35  THREE YEAR GRANTS ◦ Total max funding: $246,000-$738,000 ◦ Minimum will vary  NOTES: 1. Applicants may propose a part-time coordinator at a lesser salary. However, the minimum number of units must still be served. 2. Remember – do not request max if your salary comparables do not support it. 35

38  Training/Travel - $2,000/SC/year ◦ This is training and travel for the ROSS-SC position only. ◦ Training should be relevant and necessary. ◦ All training and travel must be approved by FO or ONAP (not at application) PRIOR to incurring cost  Request ONLY what you need. 38

43  You can list more than one service provider for a particular need.  However, at least 10 needs must be identified; AND  50% of all needs should have at least one service provider to meet that need.  If the applicant is the service provider, you must list the source of funding for three years. 43

Program Administration and Fiscal Management There’s a list of five criteria to be addressed in your narrative: 1.List of past self-sufficiency grants in the last five-years, 2.Description of timely expenditure of grant funds 3.Leveraged funding 4.Project management structure 5.List of audit findings and resolution (if applicable) 55

56 PHAS troubled PHAs, all RAs, and any nonprofit applying as RAs are required to have a Contract Administrator (CA). ◦ These applicants should discuss both their own and their CA’s capacity in the narrative. ◦ If a new applicant has had previous HUD awards, the review will also take into account information in HUD’s records regarding adherence to reporting requirements, applicant’s past history in providing timely responses to HUD inquiries and meeting program requirements under past awards for which it has been funded.  The Past Performance Review is a program requirement and will be conducted on a Pass/Fail Basis. 56

57  The Logic Model has been changed significantly since 2013.  PLEASE READ the instructions contained in the first three tabs, “Instructions,” “Dropdown Guidance,” and “How to Count.”  The “How to Count” tab is very important – it will provide guidance on how to count participants for each metric.  No Policy Priorities this year. 57

70 LETTERS OF SUPPORT:  Nonprofit applicants are required to submit a letter of support from each RA or PHA they propose to serve.  Letters from RAs must be accompanied by a HUD- 52753 (Certification of Resident Council Board of Elections) from each RA  Letters must include: ◦ Dated between publication and deadline of NOFA ◦ Number of eligible units in PHA/RA ◦ List of Projects to be served ◦ Describe to what extent the PHA/RA is familiar with the nonprofit applicant ◦ Indicate support of nonprofit applicant ◦ Contact information, signature, name and title of person authorized to sign ◦ Addressed to applicant  Remember this is a threshold – missing letter and info cannot be corrected later. 70

71 Contract Administrator Partnership Agreement (if applicable) – ◦ Required for All PHAS-Troubled PHAs and all RA applicants (including nonprofits applying as RAs). ◦ NOT required for nonprofit applicants ◦ NOT required for non-troubled PHAs ◦ Found in Instructions Download called “ HUD-52755 Administrator Partnership Agreement ” ◦ Must indicate that the contract will span the entire length of the grant. ◦ If you are PHAS troubled in any area by the deadline date for this NOFA, you MUST have a CAPA… even if you will not be troubled soon!! 72  501(c)(3) Nonprofits ◦ All 501(c)(3) non-profits must submit their IRS determination letter to prove their non-profit status; and ◦ 2015 annual information return (IRS) - this is NEW  Resident Associations will have to either have 501(c)(3) status or be a locally incorporated nonprofit organization by the deadline date of the application and submit documentation with their application attesting to their status as well as their 2015 state nonprofit report. 72

If there are more qualified resident organizations than can be funded through the 25% set-aside, a lottery will be conducted.  If a lottery is held for the 25% RA set-aside, RA applications not selected will be placed in the appropriate renewal or new/other lottery.  If more than three RA applications are received from the same PHA that are deemed eligible for a lottery, the first three chosen will be funded. 74

75  2. Renewal Applicants. After the RA 25% set- aside category is funded, qualified applicants with FY13 ROSS grants will be funded by lottery.  3. New/Other Applicants. Once all qualified RA applicants and renewal applicants are funded, applicants that have either no prior ROSS grants, or no open ROSS grants will be funded on a lottery basis. 75

The person completing the profile must create a 9-digit Marketing Partner ID Number (MPIN ). NOTE: The MPIN is mandatory for SAM registrants and contains nine characters: at least one letter (upper or lower case) and one number. No spaces or special characters are permitted. An MPIN is a personal code that allows you to access other government applications such as the Past Performance Information Retrieval System (PPIRS). The MPIN acts as your password in these and other federal systems, and you should safeguard it. 85

86 4. The person submitting the application through Grants.gov, is the “Authorized Organization Representative” (AOR). The AOR must register with Grants.gov (using the organization’s DUNS #). 5. When AOR registers with Grants.gov, the E-Biz POC receives an email. 6. The E-Biz POC must log into Grants.gov using DUNS and MPIN (at E-Biz login) to confirm that the AOR is authorized to submit an application on behalf of the organization. 7.
