Wood Packaging Material is defined as wood or wood products (excluding paper products) used in supporting, protecting or carrying a commodity (includes dunnage). WPM Includes material such as crates, boxes, packing cases, dunnage, pallets, cable drums and reels. WPM can be present in almost any imported consignment, including consignments that would not normally be subject to phytosanitary inspection (such as stones from China).

Sawn wood – wood sawn longitudinally, with or without rounded surface with or without bark; Processed wood material – Products that are composite of wood constructed using glue, heat and pressure, or any combination thereof. Combination of different types of wood.

“International travel and trade are greater than ever before — and as people and commodities move around the world, organisms that present risks to plants travel with them. Pest introductions cost governments, farmers and consumers billions every year. Once pest species are established their eradication is often impossible, and controlling them takes up a significant percentage of the cost of producing food.” (IPPC)

ISPM 15 Council Directive 2000/29/EC Commission implementing decision 2013/92/EU
6
The regulated articles from a third country may be subject to supervision by the responsible official bodies. These regulated articles include wood in the form of dunnage, spacers, pallets or packing material, which are actually in use in the transport of objects of all kinds.
7
On the supervision, plant health checks and measures to be taken on wood packaging material actually in use in the transport of specified commodities originating in China (amended by 2015/474/EU) Mandatory phytosanitary inspection before custom clearance at the first point of entry or at an approved place of inspection at the place of destination. Specified commodities defined by CN codes.
8
The IPPC issued the ISPM 15 which is the Regulation of wood packaging material in international trade. WPM must be made of debarked wood, treated, and marked.
9
The approved phytosanitary measures consist of phytosanitary procedures including treatments (Such as heat treating & Dielectric treatment) and marking of the wood packaging material. The application of the mark renders the use of a phytosanitary certificate unnecessary because the internationally accepted phytosanitary measures have been applied. These phytosanitary measures should be accepted by all National Plant Protection Organizations as the basis for authorizing the entry of wood packaging material without further specific requirements.
10
It is recommended to achieve a minimum temperature of 56 °C for a minimum duration of 30 continuous minutes throughout the entire profile of the wood including its core. Treatment code: HT - Heat treatment/ MB - Methyl bromide/ DH – Dielectric heating Marking

WPM made entirely from wood Plywood boards Barrels for wines and spirits that had been heated during manufacturing Gift boxes for wine, cigars, etc Sawdust/wood shavings Wood permanently attached to containers

Mulberry Long-horn beetle Batocera lineolata Trichoferus campestris Lyctus africanus Sometime there are no visual symptoms The cheaper the consignment the worse the quality of the wood of the pallet
