2 Before I talk about Fife…. This is “live and current” – a survey of Scottish Councils over the summer 2014 revealed that 92% of 19 respondents were seeking to take an “enterprise approach” to M&FW

4 Fife’s Programme for MFW Some basic information Started in 2010 as a 5 year Programme Accelerated to 3 years Started with “Year 0” – enablers and diagnostics Business case – 2680 staff ….then 7000 staff ….ultimately 11,000 staff or more…. Initial Programme budget - £12m Actual spend - £6m Initial benefits estimated at £19.24m End of 3 years = £20.8m…..and more to come “Best Efficiency Initiative 2014”

5 Year Zero The idea behind Year Zero is that all culture and traditions within a society must be completely destroyed or discarded and a new revolutionary culture must replace it, starting from scratch. (Source: Wikipedia) …not quite……!

6 Year Zero Enablers –Technical platforms (LAN, access, desktops, printing…….) –HR Policies and approaches –Cultural readiness & staff communications channels –Management culture & approaches –Facilities Management capabilities –Budgets and processes for sustainability Diagnostics –DILOs –Office Utilisation –Baseline of business benefits “Segmentation” Build on what’s there…..but use the first year to put in place what’s required…

7 Getting the most from “Flexible”? It was primarily about culture –Ways of Working –Ways of Managing –Ways of Supporting Filling in the enabling “gaps” was harder than we thought – but essential. Productivity benefits were “partially there”. Complex to standardise while you move! Service Catalogue approaches essential You might get away without considering paper – but only just and not for long!!!!

8 Getting the most from “Mobile”? A rich seam of productivity and other savings –More jobs, more customer time, less admin Be ready to extend your MFW Programme! “Second wave” benefits around MI It is primarily about process, then culture. It comes with “privacy” concerns….. “Ways of support” a big consideration Don’t fall into the “app trap” –Think very carefully about the way you architect/approach this –You could lock out future benefits from integrating across business areas and other organisations.

10 Solutions Design – Mobile We’ve developed the thinking into four user scenarios Mobile Access –out of the box, standard config, basic apps, UC, email/calendar, remote access/remote desktop. Mobile Information/Mobile Capture –published documents, guidance, manuals etc –Rudimentary “push” (one-way) forms for live capture of information in the field. Mobilised Business Application –Two-way integration with key business applications Mobilised Task & Field –Mobilised Business Application with requirement for additional routing, rostering, resource scheduling, job allocation/prioritisation and progress tracking

Think about cross-agency Social/Health? Social/Health? BYOD/CYOD?BYOD/CYOD? Keep it native!

14 Summary Don’t try to do a “whole organisation” Business Case, …but do plan for a “whole organisation” solution Take a Year Zero approach –Measure and prepare to adjust –Take a broad view on the enablers Mobile & Flexible – similar underpinnings but different beasts –Flexible – benefits from productivity or office reduction? –Mobile – think process first, technology second My final plea – –think about a “future-tolerant” (not future-proof!) mobile solution architecture
