PSU Napster Trial Russ Vaught

Background Copyright infringement has been on our radar screen for a number of years President Spanier has taken a national leadership role on the issue –Concerned about moral implications –Concerned about possible change copyright laws

Time Line Joint Committee co-chaired by Spanier formed early 2003. Review of providers for a possible trial at Penn State –Parallel with Joint Committee effort Decision to seriously negotiate with vendors –Napster selected –Hired recent graduate to act as full time coordinator Contract with Napster for 18 month trial signed in early November

General Terms Provides students with Napster Premium Service at no direct cost to them –Account active during continuous registration –Funded by IT Fee with no specific increase –Student responsible for purchased tracks cost Faculty and Staff can purchase Napster Premium Service at a discounted fee

Project Timeline Contract signed November 6 and announced at EDUCAUSE meeting Residence Hall phase begins at start of classes for Spring Semester — January 12 –17,000 students All students plus employee phase starts with Fall semester –~100,000 students, faculty, and staff potential Trial runs through Spring Semester 2005

General Technical Details Integrated into University Authentication and Authorization using Shibboleth Local cache server owned and operated by Napster located within Penn State network –At launch will spin around 1 terabyte of data with an expected 90% hit rate Napster has both “tethered downloads” and local client cache that further reduces network traffic
