2.  Signed by EPA Administrator on September 24, 2015.  EPA anticipates the final rule will be published in the Federal Register in October 2015.  Final Rule becomes effective 60 days from the day of publication in the Federal Register.

3.  The final rule includes requirements for both the NPDES regulated entities and the authorized NPDES programs.  EPA will phase in requirements over a five year period following the effective date.  Phase I requirements include the electronic submittal of discharge monitoring reports (DMRs).

4.  Phase I ◦ Phase I applies to all NPDES regulated entities that submit DMRs to demonstrate compliance with their permits. ◦ One year after effective date, all NPDES regulated entities will begin submitting DMRs electronically.

5.  Mississippi chose EPA’s NetDMR as the electronic reporting tool for DMR submittal.  Any permittee required to submit DMRs to demonstrate compliance with their NPDES, Pretreatment, or General Permit, is eligible to submit electronic DMRs using NetDMR.

6.  MDEQ has scheduled several training sessions at different locations throughout the state.  An updated list of classes can be found on MDEQ’s website, under the NetDMR heading.  Training classes are 3 hours long and include a hands-on exercise on how to enter data and submit DMRs using NetDMR.
