What Is It? The SouthEast Texas Regional Advisory Council has purchased a safety training videos on demand (VOD) series which addresses OSHA's Hazwoper requirements for hazardous materials training as well as terrorism response training. This product is intended to provide Awareness and Operations Level Training to personnel and responders. It does not provide Technician or Command level training. All content has been created by The Emergency Film Group with the help of a technical committee composed of subject matter experts.

Why Do I Need It? OSHA letters of interpretation specify that hospitals must provide HAZWOPER First Responder Operations Level training to first receivers who are expected to decontaminate victims or handle victims before they are thoroughly decontaminated. This level of training is appropriate for anyone with a designated role in the Hospital Decontamination Zone. Training core elements must include: Understanding the hospital emergency operations plan and their roles in the response. Site safety, including risks to receiving personnel. Appropriate selection and use of PPE. Decontamination procedures.

What Do You Mean by Operations Level Training? The Operations Level training related to the use of PPE must include topics such as those specified by OSHA's Personal Protective Equipment Standard (29 CFR 1910.132). Under that standard, training must be provided to each employee who is required to use PPE. At a minimum, that training must cover the following: When PPE is necessary. What PPE is necessary. How to properly put on, remove, adjust, and wear PPE. Limitations of PPE. Proper care, maintenance, useful life, and disposal of PPE.

How Much Does It Cost? The SouthEast Texas Regional Advisory Council has purchased the safety training videos on demand (VOD) series which is available to all stakeholders via the SETRAC website: www.setrac.org There is no charge for access to the HAZWOPER training. Currently there are a limited number of seats purchased per ASPR year for the entire region. We ask that the viewer maximizes the class size for each view.

How Long Is Each Class? OSHA Letters have indicated that the appropriate level of hours for training is 8 hours as a minimum requirement; many employers will find it difficult to cover all topics listed in the training requirements in the minimum allowable time. The competencies to be covered during training sessions may demand more than 8 hours. When developing training, employers must structure their classes training based on the employee's expected job duties.

What Do I Do Now? Organizations that wish to use this option for providing DECON training to their staff should identify a qualified instructor. The instructor should schedule a class that meets the minimum standards of their specific credentialing organization (Joint Commission, DMV) as well as OSHA guidelines. It is the responsibility of each organization to research their specific requirements and credentialing standards.

How Do I Prove Employees Are Trained? Organizations that choose this program should log into the website through the link provided under the education tab of www.setrac.org. Once you have created the user account please show the four (4) video series to a group of students; upon completion the instructor must actually instruct and physically evaluate the employees ability to select, don, remove and discard the appropriate level PPE. Standards should also include the set-up and take down of the decontamination shower (if portable), as well as the use of the shower. It is the responsibility of each organization to research their specific requirements and credentialing standards.

How Do I Get Certificates Of Training? Instructors will then submit a class roster and a letter to SETRAC at which time it will be verified that the videos were watched. A certificate of completion will be issued, that will require the qualified instructors signature as well, to be completed will be mailed to the instructor. The instructor can find a sign-in sheet and letter or observation on the www.setrac.org website. It is the responsibility of each organization to research their specific requirements and credentialing standards.
