12
Richard Woods, Georgia’s School Superintendent “Educating Georgia’s Future” gadoe.org Richard Woods, Georgia’s School Superintendent “Educating Georgia’s Future” gadoe.org Funding Determining Title I, Part A Set-Asides Four possible methods to calculate the Homeless Set-Aside 1.Identify McKinney-Vento student needs and fund accordingly 2.Obtain a count of homeless students and multiply by the LEA’s Title I, Part A Per Pupil Allocation (PPA) 3.Reserve an amount greater than or equal to the LEA’s McKinney-Vento subgrant request 4.Reserve a specific percentage of the LEA’s poverty level or its Title I, Part A allocation 12
13
Richard Woods, Georgia’s School Superintendent “Educating Georgia’s Future” gadoe.org Richard Woods, Georgia’s School Superintendent “Educating Georgia’s Future” gadoe.org Funding Determining Title I, Part A Set-Asides Method 1: Calculation Based upon McKinney-Vento Student Needs may include: Costs to carry out Homeless Education Liaison duties o Administrative Costs (copies, mailing of McKinney-Vento outreach materials) o Personnel hours o Professional Development o Travel 13
14
Richard Woods, Georgia’s School Superintendent “Educating Georgia’s Future” gadoe.org Richard Woods, Georgia’s School Superintendent “Educating Georgia’s Future” gadoe.org Funding Determining Title I, Part A Set-Asides Method 2: Multiple of the LEA’s Title I Per-Pupil Allocation Multiply the number of McKinney-Vento students by the per-pupil Title I allocation Title I Directors should ask: o Have there been any changes within the local community that are likely to change the number of homeless students? o Have there been any recent changes to LEA procedures for identifying students who are eligible for McKinney-Vento services? 14
15
Richard Woods, Georgia’s School Superintendent “Educating Georgia’s Future” gadoe.org Richard Woods, Georgia’s School Superintendent “Educating Georgia’s Future” gadoe.org Funding Determining Title I, Part A Set-Asides Method 3: Reserving an Amount Greater Than or Equal to McKinney- Vento Subgrant Designate an amount that matches the awarded McKinney-Vento subgrant o Coordinate a meeting with the LEA’s Homeless Education Liaison to discuss grant objectives and outcomes o Utilize the LEA’s grant application and annual Homeless Education Survey to assist with strategic planning for set-aide spending and identification of potential McKinney-Vento student needs 15
16
Richard Woods, Georgia’s School Superintendent “Educating Georgia’s Future” gadoe.org Richard Woods, Georgia’s School Superintendent “Educating Georgia’s Future” gadoe.org Funding Determining Title I, Part A Set-Asides Method 4: Reservation of a specific percentage of the LEA’s poverty level or its Title I, Part A allocation Poverty Level Percentage o Percentage of enrolled students receiving free or low-cost meals o Percentage of school-aged children living in poverty within the LEA Percentage of the LEA’s Title I, Part A Allocation 16

23
Richard Woods, Georgia’s School Superintendent “Educating Georgia’s Future” gadoe.org Richard Woods, Georgia’s School Superintendent “Educating Georgia’s Future” gadoe.org Questions to Consider When Evaluating Set-Aside Expenditures Is the proposed expenditure already identified in the LEA’s CLIP or Homeless Education Program budget? Is the expenditure an educationally-related need or support service? Are there other LEA or community funding sources that have already been established to provide for the identified need? Is the expenditure critical to maintaining the student’s enrollment, attendance, or participation in school? Is the service required under the McKinney-Vento Act?. 23

32
Richard Woods, Georgia’s School Superintendent “Educating Georgia’s Future” gadoe.org Richard Woods, Georgia’s School Superintendent “Educating Georgia’s Future” gadoe.org Set-Aside Scenario Pattie is the Homeless Education Liaison and serves as the field Trip Coordinator for Pecan County Schools (PCS). Paul is an 11 th grade McKinney-Vento (MV) student who is an active participant in the Vocational Tech Program (VOCA) and Honors Band. The band practices daily, and VOCA meets weekly afterschool. Paul is scheduled to perform at the 2016 Macy’s Valentine’s Day Parade in New York, NY and attend a VOCA seminar at a local high school within the county. Unfortunately, Paul does not have any means of funding his upcoming trip to New York, or any idea how he will attend the VOCA seminar. PCS does not receive a McKinney-Vento subgrant, but the LEA has a Title I, Part A Set-Aside of $60,000 to assist MV students. Which of the following expenses would be allowable? a)Travel fees (lodging and transportation) for Paul to attend the 2016 Macy’s Valentine’s Day Parade in New York? b)Transportation for Paul to attend the VOCA seminar at a local high school within the county? c)A bus pass to cover the cost of transportation for Paul to attend weekly VOCA meetings and band practices? d)None of the above 32

Richard Woods, Georgia’s School Superintendent “Educating Georgia’s Future” gadoe.org Richard Woods, Georgia’s School Superintendent “Educating Georgia’s Future” gadoe.org Set-Aside Scenario Which expenditures would be permissible in accordance with an LEA’s Title I, Part A Homeless Education Set-Aside? 1.Transportation for Tammy Tyson a 2 nd grade McKinney-Vento student to an after-school program at the local Boys and Girls Club 2.Eyeglasses for Ellis Errington who is a 7 th grade McKinney-Vento student 3.Printing fees for a Homeless Education informational pamphlet that will be distributed to parents by Peter Porter the Homeless Liaison in Pace County 4.A Homecoming dance dress and photos for Heather Hawkins, a 9 th grade McKinney-Vento student at Higgins City High School 5.Grief and Behavioral Counseling fees for Catherine and Christopher Carter who are siblings and McKinney-Vento students. Catherine and Christopher were recently abandoned by their parents and live doubled-up with a friend’s family in Crisp County 33

Richard Woods, Georgia’s School Superintendent “Educating Georgia’s Future” gadoe.org Richard Woods, Georgia’s School Superintendent “Educating Georgia’s Future” gadoe.org Set-Aside Scenario Amy has been the Title I Director for Avery County Schools (ACS) for 22 years. Throughout the past six years ACS has reported zero McKinney-Vento students. Ana is the newly appointed Homeless Education Liaison for ACS. Since Ana has assumed the role of Homeless Education Liaison, 52 students have been classified as McKinney-Vento eligible. Amy is concerned about steps that should be taken to determine the funding amount the ACS will reserve for the Homeless Education Set-Aside. 1.What steps should Amy take to determine the amount the LEA will allocate for the Homeless Education Set-Aside? 2.What might Amy need to consider in the future when evaluating the number of McKinney-Vento students in ACS? 3.How can Amy and Ana enhance collaboration between Title I and the Homeless Education program? 4.What additional suggestions would you offer to Amy and Ana regarding the Homeless Education Program in Avery County? 34
