Does it fix the problem the way the funder wants to (target efficiency)? Is it cost effective? Does it empower the recipients and give them choice? Will the chosen benefit attain the program goal? (prevent substitutability) Do the benefits of the program benefit outweigh any unwanted consequences (ie. Fairness)? (trade off)

Unit 4 Discussion Posts (2) This week, we will discuss benefits and services provided to our communities through our local social services agencies. We will identify the strength and weaknesses of the foster care system in the U.S. and assess how these services fit with the social issue of children needing out of home placement. Using the same agency you chose for your Unit 3 project, tell us the name of that agency, the population served, and the social problem this agency intends to impact. Then, describe in detail the benefits/services that consumers of this agency receive. Based on the chart on p. 77, what type of benefits/services does your chosen agency deliver, and why did you classify these services this way?
