2 Background Ozone –Formed in the atmosphere (NOx + VOC + sunlight) –Regional pollutant –Respiratory health effects Particulate Matter (PM 2.5 ) –Formed in the atmosphere & directly emitted –Local and regional pollutant –Cardiovascular health effects Sulfur Dioxide (SO 2 ) –Directly emitted –Local pollutant –Respiratory health effects

Particulate Matter (PM 2.5 ) – Annual –Annual arithmetic mean, averaged over 3 years. –1997 NAAQS – 15.0 g/m 3 –2012 NAAQS – 12.0 g/m 3 Particulate Matter (PM 2.5 ) – Daily –98th percentile of 24-hour daily average, averaged over 3 years. –2006 NAAQS – 35.0 g/m 3 4

Annual fourth-highest daily maximum 8-hour concentration, averaged over 3 years. 2008 NAAQS – 75 ppb 2015 NAAQS – 70 ppb Currently, Atlanta (15 counties) is designated nonattainment for the 2008 ozone NAAQS. 9

11
2008 Ozone NAAQS (75 ppb) 11 Atlanta Area 2012-2014 data –77 ppb (above 75 ppb) August 27, 2015 –Proposed “Marginal” to “Moderate” by EPA 2013-2015 data –73 ppb (below 75 ppb) –Maintenance Plan under development –Redesignation to attainment in 2016?
12
2015 Ozone NAAQS (70 ppb) October 1, 2015 –NAAQS = 70 ppb October 1, 2016 –EPD designation recommendations –2013-2015 data October 1, 2017 –EPA designations –2014-2016 data –Atlanta would likely be “Marginal” No additional emission controls required 12

SO 2 Data Requirements Rule SO 2 NAAQS Data Requirements Rule (DRR) –Signed on August 10, 2015. –Published on August 21, 2015 (80 FR 51052) The DRR was developed to address the need for additional air quality data to be used for implementing the 2010 1 ‐ hour SO 2 NAAQS. –The existing SO 2 monitoring network characterizes localized SO 2 source impacts in a limited set of areas. The DRR directs state and tribal air agencies to characterize current air quality in areas with large SO 2 sources (2,000 TYP or greater). –Facility can take permit limit below 2,000 TPY to be exempt. 15
16
SO 2 Designations Round 1 – Violating Monitors –October 4, 2013 - EPA designated 29 areas nonattainment in 16 states based on monitored violations –April 4, 2015 - Attainment SIPs due –October, 2018 - Attainment date Round 2 – Sierra Club Consent Decree –September 18, 2015 - State designation recommendations due to EPA –July 2, 2016 - EPA makes designations Round 3 – Modeling Approach –January 15, 2016 - List of sources exceeding threshold due to EPA –July 1, 2016 - Modeling protocols due to EPA –January 13, 2017 - Modeling analysis due to EPA –December 31, 2017 - EPA makes designations based on modeling Round 4 – Monitoring Approach –January 15, 2016 - List of sources exceeding threshold due to EPA –July 1, 2016 - States submit monitoring details to EPA as part of their annual monitoring network plan –January 1, 2017 - New monitors operational –December 31, 2020 - EPA makes designations based on 2017-2019 monitoring data 16
17
Sierra Club Consent Decree Round 2 of designations… –An earlier round of designations would be completed no later than 16 months from the Court’s entry of the consent decree (March 2, 2015) September 18, 2015 - State recommendations due to EPA July 2, 2016 - EPA makes designations Consent decree applies to: –Coal-fired power plants that in 2012 emitted more than: 16,000 tons of SO2, or 2,600 tons of SO 2 and had an emission rate of at least 0.45 lbs SO 2 /MMBtu Georgia Power Plant Scherer –Areas that have newly monitored violations of the 1-hour SO 2 NAAQS Based on air quality modeling in the three (3) full calendar years preceding the Court deadline One monitor in Savannah 17
18
Consent Decree Recommendations Plant Scherer in Monroe County –EPD recommended attainment for Monroe, Bibb, Jones, Jasper, Butts, Lamar, Upson, and Crawford. –EPA’s 120-day letter recommends Monroe, Jones, Jasper, Butts, Lamar, Upson, and Crawford (not Bibb). Violating monitor in Savannah –Lathrop & Augusta SO 2 monitor (13-051-1002) 2012-2014 design value = 78 ppb –EPD recommended that the land including the IP-Savannah main mill and the area surrounding the violating SO 2 monitor (Jasper Spring Park) be designated nonattainment. –In early 2016, GA EPD early certify the SO 2 data at this monitor. 2013-2015 design value = 70 ppb –This area has been removed from the Consent Decree schedule (Round 2) and will be designated based on modeling (Round 3). 18

PSD Off-Site Emissions Inventory 20
21
PSD Emissions Inventory GA EPD is creating a statewide emission inventory for the PSD air impact analysis –NAAQS & Increment –PM10, PM2.5, NOx, SO 2, and CO –Follow 40 CFR 51 Appendix W –Contractor support from AMEC GA EPD will maintain future updates to the emission inventory through the permit application process. All emissions will be available on-line 21

Project Deliverables Emission Inventory Data and Notebook –792 SM and 389 Title V sources Emissions Inventory Web Application –Select location and radius –AERMOD ready file –Excel file with Q/d calculations AMEC contract ended January 31, 2016 –GA EPD is backfilling emission inventory data for the past 18 months –GA EPD is filling in missing stack parameters –Plan to release to the public in mid-2016 Facilities can submit updates to EPD 22
