4 As a public service provider we want to realize a transparent and dynamic labour market in Flanders for jobseekers, employees and employers, playing both a director’s and an actor’s role in cooperation with the partners, and this with a social conscience. VDAB Mission

6 The management contract between the Flemish government and the VDAB defines a number of parameters that the VDAB must meet. Those parameters are linked to specific operational funding and are evaluated annually. Management contract 2011-2015: Monitoring parameters of the “Comprehensive Employers’ Approach”: –Labour market information: provide quality information concerning labour market related issues → employer satisfaction objective = 75% –Vacancies: tailor-made, high quality and friendly support, with specific attention for the SME → employer satisfaction objective = 63,5% Comprehensive Employers’ Approach

8 Employers Services - Vision Together with the employer the VDAB employers services provide suitable workers as building stones for a resilient enterprise. Employers services look into the employer’s situation and provide information and practical or instrumental support regarding personnel, training, labour market developments and employment measures. Employers services act as a neutral key figure on the labour market by completing their services with a suitable cooperation network built up together with other professionals. With this integrated approach employers services want to become the contact point which supports employers with staff and labour market questions.

11 Unique database VDAB-consultant, partner-consultant and employer all work on the same platform. Service-levels → Self-management for the self-reliant employers - Note down and register job offers - Publish vacancies, distribution through internet and job computers - Manage your job offers, push & pull matching - Provide information on employment measures → More attention and support for the less self-reliant employers - Advice on drawing up and publishing vacancies - Advice on implementing a diversity policy in dealing with vacancies - Advice and intensive follow up of vacancies by a consultant ‘Master Vac’ project

Objectives VDAB website: -within the framework of the mix of channels, also provide the basic services online -Remain number 1 of the Flemish job sites (22.588.403 visits in 2009)

14 Job offer intake Quality is very important to provide successful matching (automatic online matching or selections made by consultants). Quality analysis: - unsuitable words - double detection - do the job contents correspond with the required profile? If needed, the job offer is adapted by a call centre employee or consultant in consultation with the employer.

15 Vac-indicator A new tool that easily allows: 1.Consultants to follow up -in real time- the range of vacancies an employer has. 2.Workload-management Vac-indicator specifies "what" happened with the job offers and gives a total view (sms, online and face-to-face) of the efforts needed to fill a job offer. Vac-indicator provides standardised monitoring tables with flexible criteria.

16 CRM & Stakeholders Management CRM 1.Campaign management: actions based on the internal know how about the employers (Dbases). 2.E-newsletter for SME: HR-related information and information about VDAB projects, actions, products en services related on the SME-world. STAKEHOLDERS MANAGEMENT 1.Reflection group: forum where employers organisations and VDAB brainstorm on HR-related subjects/problems. The results lead to additional, concrete actions. 2. HR-Vademecum: online tool – for employers & (VDAB) consultants – that gives an overview of the HR-related topics and measures available on the market (private + government)
