Motivation / Objectives In recent years globalization changes not only recent world economic system, but also regional systems, which are influenced by national and also by international rules and conditions They put to foreground also importance of innovations.Internationally these changes are supported by official European union strategy, which is influenced by Lisbon strategy and its implications and nationally they are supported by national innovation systems and official national inovation policies. During recent economic crises is observable very special and contraproductive phenomenon., when national and international strategies fostering innovations do not coincide generally. Those two movements do not form balance producing continuous growth in field of innovations. On contrary they produce disproportional and ad-hoc strategies and measures in the field of innovations. These ad-hoc strategies are based mostly on financial measures concentrated on financial cuts and savings. Economic crises and its impact on national economy changes also importance of innovations for economic growth – in one way it supports importance of innovations for long-term economic development and in other way it puts to foreground their vulnerable position and necessity to protect them on national and regional level. Long term-planning of innovations has important link with continuous and gradual support of innovations- innovations should be strategically promoted in different research and education institutions, incubator centres etc. Generally continuous development of innovations is accompanied by long-term economic development with very stimulous growth-especially economic growth. This economic growth supports competitiveness among firms,. Sometimes this competitiveness is controversial in case of innovative firms, because they need to cooperate among themselves and in this sense competitiveness and cooperation are somehow in contraproductive relation. All these measures ask for financial support generally and for well fomulated strategies fostering the growth of innovations and their successfull diffusion. In Slovakia is situation influenced by those two movements: national level is still very important and international level as well International level is influenced by different strategies promoted by Lisbon strategy for instance not only by technology driven innovations (promotion of technology centres, R and D, incubators, industrial centres, clustering of enterprises, networking), but also by culturally driven innovations (promotion of special type of services, understanding of new social and economic possibilities). National level is influenced by promotion of national innovation system and different national and regional innovation policies. In Slovakia is promotion of innovations influenced not only by national innovation policy supporting especially diffusion of innovations, but also by financial situation, causing cuts in financial budgets In this way strategies promoting diffusion of innovations in research institutions, in entrepreneurial sphere and universities have to be supported by financial grants and support. Wiithout those grants and sufficient financial support is developmemt of innovation system very vulnerable. Recently is the main determination in the field of innovations general economic situation in Slovak Republic, which is influenced by economic crises in one way, but in the other way by Lisbon strategy modified by the flow of structural funds. The international situation based on competition and cooperation shows the dominance of innovations and also support of development of special innovation branches ( as are for instance biotechnologies). It is interesting to see, what are the real causes and conditions, what can negatively influence regional innovation systems during this global economic crises and if these conditions are influenced by global or regional phenomenons. These two cardinal questions will be our key problems, what we will wish to describe. In Slovak Republik we can distinguish innovation policy of first, second and third generation. Innovation policy of first generation was based on judical,regulative and financial frame determining innovation activities.This type of innovation policy was based on idea, that we can realize innovations as outcomes of highly oriented research and development. Innovation policy of second generation is based on idea, that innovations could be defined as outcomes of special system approach, which is based on special strategic support- we do not speak only about research and developement, but about foundation of such institutions as are incubator and industrial technological centres. Innovation policy of third generation was directed in such a way, that innovations must be integral part of all economic policies (industrial, social, economic etc.) It is important to stress, that in Slovakia does not exist form of unified innovation strategy. Real measures are taken by two Ministeries- by Ministry of Education of SR and Ministry of Economy of SR and also by different agencies.This non systematical approach causes, that real problems concerning innovations in Slovak Republic are not solved generally.All these problems result in very weak relation between basic research, applied research and entrepreneurial sector. In Slovak Republic does not exist vertical coordination between national and regional innovation system, which will guarantee existence of initiatives reacting on specifical regional conditions from buttom up. Strategical aim of innovation policy in Slovak Republic untill 2013 is, that innovations need to be one of the most important instruments in development of new knowledge economy. Foundation of national innovation system must be finished in Slovak Republic at the latest untill 2013. This national system will include regional innovation structures (incubators, innovation centres, consulting centres etc.), which will support development of knowledge economy in Slovak Republic. Methodology In supporting all analysis I concentrated on comparison of different tables and diagrams showing different support of innovation system in different countries. Data base Approach My approach is based on synthesis and analyses underpinning also other scientific treatements. All those ways are based on dialectical approaches coming out from abstract level and resulting in very concrete level. These approaches show that sometimes very well elaborated strategies without real promotion could bring contraproductive results in reality. Their abstract intentions do not have in reality real impact and results. The cardinal question why it is so, is in link with manysided dimension of eonomic reality. The real course of economic processes is not possible to check and pre- plan, especially during the period of economic crises, when all measures are oriented on special ad-hoc strategies. In this way is very vulnerable the field of innovations which should be strategically protected and supported. This field of economic activity is very important for future economic development, but asks for very long term financial discipline, which is not in balance with ad hoc strategies being very popular during economic crises. Many European countries formulate in their official innovation policies also endeavour to foster R and D sphere- mostly it is not only proclamation, but official state decision (as is in the case of Finland,where R and D is immensely supported). Results Development of innovation system is very controversial generally. In one way is supported internationally by different international bodies and strategies and in the other way nationally by different national bodies and strategies and sometimes these two movements go against each other.It is very important to keep long-term strategy for fostering innovations and do not apply any ad hoc strategies. Both those long term strategies - international one and national one should be in coincidence. Innovations are economic instruments supporting economic growth only in that case, when they are rationally supported. There is no excuse to say that during economic crises must come to financial cuts in the field of innovations. Recent economic crises generally change also the system of economic and industrial relations and one of the most important features is importance of innovations for future economic development in new modified way. Policy implications National innovation policies need to be more coordinated generally and need to pay attention to planning and forecasting for future development of innovations in new economic system especially in Europe..Forecasting needs to be one of important tools how to manoeuvre not only international support of innovations, but also national strategical support of innovations. The whole concept of unified Europe could be in danger for not elaborated and coordinated national innovation policies- there could exist two Europes- one Europe where the economic growth is accelerating due diffusion of innovations and well elaborated national innovation system and the other Europe Next steps / The way forward It is necessary to work out new scenarios how new economic system should develop after crises and what importance will have innovations in this new economic system. There is no doubt innovations are engine for economic growth,but in new economic development they will be more embodied in new economy and mediate the acceleration of economic development. Should you need a second colour within your text, use the same one of the poster title (100c 80m 0y 0k). Keep the flush-left justification. Set the main text in MetaPlusBook-Roman and the section headings in MetaPlusBold-Roman, if you own the typefaces. Otherwise, the main text in Arial, Helvetica or Verdana, and the section headings in their respective bold weights. Adjust the font body size and leading to the needs of your own text, depending on its overall length, for optimal display and legibility. Should you need a second level of text, set it in a smaller body size than that of your main text (and, in the case of photo captions, in italics, too).
