What is a standard? An agreed way of doing something It is a document voluntary in application established by all interested parties reflects consensus approved by a recognized body meant for common and repeated use International Standards (ISO, IEC) European Standards (EN) National Standards (e.g. DIN, BS, LST, …)

International Standard A standard adopted by an international standards organization (ISO, IEC) and responding to international need Available in 3 official languages of ISO and IEC: English, French and Russian Published International Standards are sold directly by ISO, IEC or by its national members ISO or IEC members are not obliged to adopt International Standards as national standards

European Standards (EN) A standard that has been ratified by one of the three recognized European standardization organizations: CEN, CENELEC or ETSI Issued in the three official languages (English, French and German) with uniform numbering and presentation CEN or CENELEC do not sell or distribute standards All European Standards can be obtained from national members. European Standards can only be sold as national adoptions (e.g. BS EN, DIN EN, LST EN, etc.) (CEN/CENELEC Guide 10)

A single European Standard All CEN/CENELEC national members are obliged to implement European Standards as national standards without any modification and to withdraw any conflicting national standards within agreed periods A single European Standard becomes a national standard in the 32 member countries of CEN/CENELEC and creates access to a market of 590 million consumers in total

Integration of regional and international standardization CEN and CENELEC have agreements with their international counterparts to ensure cooperation: CEN & ISO: Vienna Agreement CENELEC & IEC: Dresden Agreement Aim Avoid duplication between standardization at international and European levels Agreements ensure technical cooperation by correspondence and through meetings, and where possible adoption of the same text, as both an International Standard and a European Standard

In order to provide guidance on the process of the adoption of International Standards, ISO and IEC have developed ISO/IEC Guide 21 Regional or national adoption of International Standards and other International Deliverables Part 1: for ISO and IEC standards Part 2: for other ISO and IEC deliverables (Technical Specifications (TS), Technical Reports (TR) and other) Members of ISO and IEC may follow it entirely or apply relevant parts only. In the latter case, they cannot claim full compliance of their practices with ISO/IEC Guide 21. Adopting of International Standards as regional or national standards

The main content of ISO/IEC Guide 21 Provides methods for the adoption of International Standards (and other deliverables) as regional or national standards Defines a system for indicating the degree of correspondence between International Standards and their national or regional adoptions Gives the rules for the adoption of International deliverables other than International Standards

What is an adoption? The adoption of an International Standard is defined as: ISO/IEC Guide 21-1 “The publication of a regional or national normative document based on a relevant International Standard, or endorsement of the International Standard as having the same status as a national normative document, with any deviations from the International Standard identified.”

The main principles The regional or national adoption of International Standards and other deliverables is optional International Standards shall only be adopted as regional or national standards and not as another types of deliverable representing a lower degree of consensus All existing amendments and corrigenda shall be included in the regional or national adoption

Identifying the degree of correspondence ISO/IEC Guide 21 defines three degrees of correspondence between an International Standard and adopting regional or national standard Identical adoption I dentical in technical content, structure and wording or identical translation Can contain certain defined minimal editorial changes Modified adoption Can contain technical deviations (changes introduced in the adopting regional or national standard), which are clearly identified and explained Changes to the structure of the standard must be limited so that an easy comparison is possible between the adopting and the International Standard Not equivalent Not equivalent in content and structure, technical deviations are not clearly identified

Numbering of identical adoptions It should be evident to the reader immediatly, and not after examination of the content, when regional or national standards are identical to International Standards For identical adoptions there are two recommended methods of numbering Single numbering (e.g. identical adoption of ISO 11814:2002 becomes XYZ ISO 11814:2002 ) Dual numbering (e.g. the national standards number is followed by the original number of the International Standard XYZ 87878:1998 ISO 13616:1996) Regional or national standard incorporates the number of International Standard and is therefore easily recognizable as being the adoption of International Standard

Dating of identical adoptions Option 1: Dating based on the year of publication of the regional or national standard EXAMPLE: XYZ IEC 61642:1998 (for an identical adoption of IEC 61642:1996) Option 2: Dating based on the year of publication of the International Standard EXAMPLE: XYZ IEC 61642:1996 (for an identical adoption of IEC 61642:1996) In dual numbering, each of the individual numbers may contain a separate publication year EXAMPLE: XYZ 87878:1998 ISO 13616:1996

Numbering of modified adoptions For modified adoptions, only a regional or national reference number is permitted Modified adoptions shall not include the reference number of the adopted International Standard EXAMPLE: EN 12824:1997 Microbiology of food and animal feeding stuffs - Horizontal method for the detection of Salmonella (ISO 6579:1993 modified)

Methods of adoption ISO/IEC Guide 21 provides two adoption methods: Endorsement method The national or regional standards body issues an endorsement notice in an official bulletin or as an indpendent document stating that the International Standard has the status of regional or national Republication method Reprinting Translation Redrafting

Republication method Reprinting The International Standard is printed as a regional or national standard by direct reproduction of International Standard (e.g. from electronic file) Translation The translation into a language other than that of the International Standard. A translation may or may not include a reprint of the original International Standard. Redrafting If an International Standard is published as a regional or national standard and the regional or national is not a reprint or identical translation of the International Standard, this is considered to be a redraft. Redraft may contain changes to the structure or wording of the International Standard

CEN Affiliates CEN/CENELEC Guide 12 Have the obligation to implement European standards, developed by Technical Committees in which it participate, as national standards in accordance with the CEN/CENELEC Internal Regulations – Part 2, and to withdraw conflicting national standards. Have the right to implement any other European Standards as national standards in its own language or in one of the official languages of CEN and CENELEC and to withdraw conflicting national standards

How to implement European Standard? An European Standard shall be implemented by giving it the status of a national standard within the defined timeframes (normally within 6 months after date of availability of EN) either by publication of an identical text or by endorsement and by withdrawing any conflicting national standards A conflicting national standard is a national standard on the same subject as the EN, including requirements in contradiction with the requirements of the EN

Implementation dates Date of announcement (DOA): latest date by which the existence of an EN has to be announced at national level Date of publication (DOP): latest date by which an EN has to be implemented at national level by publication of an identical national standard or by endorsement Date of withdrawal (DOW): latest date by which national standards conflicting with an EN have to be withdrawn

Implementation procedure Ratification of EN text CCMC distributes definitive texts of the approved EN, in the three official language versions, to the national members (DAV – date of availability) National members announce the existence of the EN (DOA) National members implement the EN at national level by publication or endorsement (DOP/DOW)

Implementation methods Endorsement method European Standards implemented by endorsement must be announced in the national journal and an endorsement sheet must be prepared in accordance with the CEN/CENELEC Internal Regulations. Methods of publication of identical text Reproduction European Standard is published as national standard in one of the three official languages by direct reproduction Translation Translation of an official version of a European Standard A version in any other language made by translation under the responsibility of a CEN member into its own language and notified to the CEN/CENELEC Management Centre has the same status as the official versions

National designation Each national member shall have a national designation for its national implementation of the European Standard („EN XXX becomes” ― „National Designation EN XXX”) EXAMPLES: EN 1026→ LST EN 1026 EN ISO 9000 → DIN EN ISO 9000 A national identifier of the organization adopting the European Standard shall be made visible on each page of the national implementation, while preserving the elements of the EN definitive text as provided by the CEN/CENELEC Management Centre

Membership in international and European organizations for standardization Lithuanian Standards Board (LST) represents Lithuania within international and European organizations for standardization: ISO member since 2008 IEC associated member since 1996 CEN member since 2004 CENELEC member since 2003 ETSI member since 1996

Adopting of International Standards as Lithuanian Standards International Standards can be adopted as Lithuanian Standard except in the following cases: where the International Standard is being adopted as a European Standard; or ‒ where there is an existing conflicting European Standard. International Standards can be adopted as Lithuanian Standards in English or in Lithuanian language Any existing Lithuanian Standards having the same scope must be withdrawn

Implementing of European Standards as Lithuanian Standards All European Standards shall be published as identical Lithuanian Standards within defined timeframes and conflicting Lithuanian standards shall be withdrawn Lithuanian Standard that is an adopted European standard shall consist of a cover page, national foreword and text of European standard, unaltered and in its entirety In some cases informative National Annexes (NA) are possible EXAMPLE: LST EN 228 Automotive fuels - Unleaded petrol - Requirements and test methods The national provisions required in EN 228 are being given in the National Annex (e.g. information about the dates for the summer and winter periods in a country)

Participation in international and European standardization The route for participating in the development of International/European Standards is through national members (e.g. LST) LST mirror committees are responsible for developing a Lithuanian position on a particular standard project (public enquiry, formal vote) and representing this position to the relevant CEN/ISO Technical Committee LST Structure Mirror committee CEN / ISO Technical Committee Working Group Delegate Expert
