7 GSA Fleet AFV Legislation EPAct 1992 Federal Agency’s must Acquire 75% of light duty acquisitions as AFVs EPAct 2005 Requires GSA Fleet to spread the Incremental cost of AFVs across the entire fleet Requires alternative fuel use 100% in dual fuel vehicles (or waiver) E.O. 13423 Reduce petroleum consumption by 2 percent annually through FY15 Increase alternative fuel use by 10 percent annually

12 GSA Fleet E.O. 13149 October 2000 – Implementation Instructions 2-3 Annual Reporting Requirements and the FAST Tracking System Executive Order 13149 authorizes Office of Management and Budget (OMB) and DOE to collect information each year to measure each agency’s progress in achieving a 20 percent reduction in annual petroleum consumption. The tools and information needed by the agencies to report annual progress toward meeting the requirements of E.O. 13149 include the following: –DOE’s Federal Automotive Statistical Tool (FAST)

14 GSA Fleet E.O. 13423 March 2007 – Implementation Instructions F. Data and Tracking (2) GSA monthly reports. GSA shall supply to each agency on a monthly basis, by vehicle tag number, fuel use data (by fuel type for all petroleum and alternative fuels) for covered GSA-leased vehicles. Each agency shall track these data to ensure its accuracy and also track comparable data for all covered agency-owned and commercially leased vehicles.
