NEW CARROLLTON BRANCH LIBRARY PROPOSED RENOVATIONS ROLE OF THE PLANNING BOARD: The Land Use Article Section §20:301 through 305 of the Maryland Annotated Code requires the Planning Board to review all public construction projects through the Mandatory Referral review process. All proposed public sector construction projects submitted by: 1.Federal 2.State 3.Prince George’s County: Memorial Library System 4.Municipalities 5.Public and Private Utility Companies such as: o Washington Gas o Potomac Electric Power Company o Washington Suburban Sanitary Commission o Proposed Key Energy Center o Proposed Mattawoman Energy o Washington Metropolitan Area Transit Authority (WMATA) Planning Board recommendations are advisory but affected property owners may seek resolution to any issues raised in the staff report. Planning Board action is required within a 60-day period after a Mandatory Referral application is accepted by staff. 2

5 EXISTING LIBRARIES There are nineteen (19) branch library locations and one outreach library in the County Correctional Center. The branch libraries are divided into five areas. NEW CARROLLTON BRANCH LIBRAY ADJACENT PROPERTY OWNER NOTIFICATION 1.Notification letters were sent to civic associations and adjoining property owners after the project was accepted for review. 2.Notices included: Project/applicant’s name, location, a brief description of project, staff contact, and a tentative Planning Board hearing date. 3.Final notice of the hearing was published in the Planning Board’s weekly online agenda. 12

NEW CARROLLTON BRANCH LIBRARY PROPOSED RENOVATIONS PROPOSED DEVELOPMENTS: 1.Relocate existing main entrance to the northeast corner of the building. 2.Create a new plaza open area space for access from the existing parking lot. 3.Widen existing driveway up to 24-feet and remove existing concrete curb to the existing driveway. 4.Relocate sidewalk to the other side of the driveway to eliminate pedestrian/vehicular conflicts. 5.Create a new handicap parking area closer to the building to meet ADA requirements. 6.Increase ornamental plantings in the parking areas. 7.A new pedestrian sidewalk to be added along the eastside of the driveway off Lamont Street. 16

26 PROJECT SCHEDULE AND FUNDING The project is funded by County bonds in the amount of eight million dollars. Construction is scheduled to begin in June 1, 2015. Proposed renovations are expected to be completed within 14 months during which the facility will be closed. Library services at this branch will be available at nearby branches: Hyattsville, Bladensburg, Glenarden and Greenbelt. EXISTING NEW CARROLLTON BRANCH LIBRARY PROPOSED RENOVATIONS

27 The subject property is zoned R-55 and adjacent to single family homes on three sides. The following recommendations are offered: Applicant should create an outdoor community space on the green area on the south side of the existing entrance drive. Additional landscaping should also be provided on the other side of the driveway, adjacent to the single-family lot. Additional landscaping is encouraged in the planting islands in the parking lot where there are currently gaps. Shade trees of native species are highly recommended. Bike racks should be provided in proximity to the building entrance. The new library signage should stand out from the screen to provide some articulation.
