EUROPEAN CONFERENCE OF MINISTERS OF TRANSPORT The basic quotas are revised for all ECMT Member countries Each country may keep its “Grandfather rights” EU15/EEA/CH countries will have their basic quota defined as the smaller of the old basic quota and the new basic quota Basic quotas fixed for a minimum period of three years (i)Redistribution of the quota among Member countries

EUROPEAN CONFERENCE OF MINISTERS OF TRANSPORT The licence is issued subject to the condition that the haulier returns with the licence to the state of establishment at the latest after every fifth transport journey without involvement of the state of establishment. Empty runs outside the country of establishment are not taken into account since they are not considered as transport operations. A transport journey or empty run to, or in transit through, the state of establishment shall be considered a return (iii)Limitation of the number of journeys

EUROPEAN CONFERENCE OF MINISTERS OF TRANSPORT Phasing out Discriminatory Charges in International Road Haulage has been a goal of the ECMT since 1999. The report submitted on this issue identifies the existence of a number of discriminatory charges, most notably some large transit taxes in a small number of countries, which act as a barrier to trade and to fair competition.
