5 INVITATION TO TENDER T1.2 TENDER DATA Although it is not compulsory that you attend the clarification meeting, it will be in your interest to attend this meeting as information will be communicated which will assist you in compiling your tender. The closing time for clarification of queries is 3 days before the deadline for tender submission. The tender will be for part of the services. The tender shall be submitted as an original HARD COPY and 1 identical HARD COPY of the original which is to be compiled in the following format: SECTION 1 – Commercial/ Financial requirements SECTION 2 – Technical Requirements SECTION 3 – SHE Requirements SECTION 4 – Quality Requirements 2016/06/115

7 INVITATION TO TENDER T1.2 TENDER DATA The place for delivery of the tender is Eskom Holdings Limited's Tender Box located at : Eskom Commercial Services Office Complex 25 Valley View Road New Germany The deadline for tender submission is 10H00 on 13 NOVEMBER 2015 NOTE: No late tenders will be accepted. Only tenders submitted at the correct closing location will be accepted. Please do not leave the submission till the last minute – your submission will be disregarded if late. Submission means that the Tender Advisor employee must be in possession of the file prior to 10h00 on 13 NOVEMBER 2015. If deemed late, the submission will be returned unopened to the contractor. 2016/06/117

8 TENDER EVALUATION The evaluation of tenders will be done by the cross functional team consisting of technical team, commercial, Quality, and SHE. MANDATORY RETURNABLES Only those tenderer’s who satisfy the following eligibility criteria are eligible to submit tenders:  The Contractor must be based in KZN Province– Address to be provided for evaluation purposes 2016/06/118

9 STAGE 1 - FUNCTIONALITY BASIC COMPLIANCE Commercial evaluation criteria do not carry a weighting in the tender evaluation, however it will be examined for the submission of basic compliance (tender returnables) and an assessment that the tender meets the criteria for responsiveness; Original and Valid Tax Clearance Certificate; Supplier Declaration of Interest; Letter of Good Standing from Dept. of Labour – COID; B-BBEE Certificate; Certificate of compliance with Employment Equity (if applicable); Authority to submit a tender; Declaration of shareholding and beneficiaries; and Supplier Evaluation Pack. 2016/06/119

10 STAGE 1 - FUNCTIONALITY Stage 1 – Functionality (Technical and SHE) Functionality: The review will be done by the cross functional team. Tenderers will be required to meet a minimum threshold of 75% to progress to Stage 2. 11 SPECIAL CONDITIONS GATEKEEPERS The Contractor must be based in KZN Province within 30 km radius from specific site– Address to be provided for evaluation purposes 2016/06/1111

12 a) Technical Evaluation (70 Points) A penalty system will be applied for the technical aspects where 10 points are deducted for any requirement partially met, and 15 points deducted for any requirement not met at all. 2016/06/1112 Technical Previous similar Corporate experience (minimum of 3 years) Previous / Current Supplier reference Provide a performance assessment done Include geographical location A senior cook to be appointed qualified with trade a minimum of 5 years’ experience Assistant chefs and kitchen aids to also produce trade expertise. Hazard analysis and critical control points Certificate (HACCP) Valid cooking and food services certificates For head chef and staff Previous similar Corporate experience (minimum of 3 years) Previous / Current Supplier reference Provide a performance assessment done Include geographical location

13 b) SHE Evaluation (30 Points) Failure to adhere to any of the SHE requirements will render the tender submission as non-compliant to the SHE threshold; however should any of the documents not be signed an opportunity will be given for the tenderer to sign these before award of contract. The supplier Risk category is that of Low risk and the following criteria will be evaluated: 2016/06/1113

14 SHE Evaluation Continued…. 1. SHE policy signed by CEO/ MD- (Comply to OHS Act Section 7 or OSHAS 18001) 2. Valid Letter of Good Standing (COIDA or equivalent) 3. Baseline Risk Assessment (BRA) (Identification, assessment and management of SHE risks related to the scope of work. The methodology used for the risk assessment must be provided together with the BRA) 4. SHE plan 5. Eskom's SHE rules and requirements form (Annexure B) signed and submitted by the tenderer? 6. Consult your Local Municipality for Advisory on the Certificate of Acceptability. 2016/06/1114

15 Stage 2: price and Preferance PRICE EVALUATION (90) The price points out of 90 will be allocated to the Price Tendered or evaluated price. B-BBEE Evaluation (10 points) Tenderers are required to submit original and valid B-BBEE Status Level Verification Certificates or certified copies thereof together with their tenders to substantiate the B-BBEE claims. Tenderers who do not submit B-BBEE Status Level Verification Certificates or non-compliant contributors to B-BBEE will not qualify for preference points for B-BBEE however will not be disqualified from the tender process. Such a tenderer will score points out of 90 for price and 0 points out of 10 for B-BBEE. 2016/06/1115

16 OBJECTIVE CRITERIA Quality A (OPTION 1) Valid ISO 9001 Accredited Certification A (OPTION 2) ALTERNATIVELY, to show compliance if not ISO accredited, the following mandatory documents must be submitted for evaluation purposes: A.1 Method statement / Contract Quality Plan / Quality Manual (including 6 Mandatory procedures) A.2 Quality Policy Statement – duly signed and dated by the company’s Executive Requirement 2 Annexure (A and B) of QM 58 specification is completed and signed. 2016/06/1116

17 FINANCIAL EVALUATION Bank Codes will be initially requested, if the results are not favourable, the financial statements will be further evaluated. MANAGEMENT FEE will not be paid for this contract 2016/06/1117

18 2016/06/11182016/06/1118 Skills Development (not a weighted criteria) Skills Development Eskom intends to improve Skills Development by ensuring that technical support is directed towards enhancing supply capacity and capability within the industry or sector of operation. By doing this the capacity and competitiveness of the local supply base will be increased and the goals of shared growth, employment creation, poverty reduction and skills development will be achieved. Tenderers are encouraged to propose Skills Development initiatives in terms of the Skills required for this project as indicated in the table (matrix) below. These will form part of the contractual obligation with the successful contractor. The Tenderer is to provide the individuals in specified trades identified above with sufficient on the job and other skills training in the specified trade or discipline to: a)achieve the outcome of passing any skill accordingly to be certified to that level; or (as applicable). b)Generally be regarded, when there is no industry standard test or certification for the trade or discipline in question, as being employable in that trade or discipline.
