Initially ruled by an Etruscan King, but he was overthrown. A Republic was set up, government officials were chosen by the people. Soon, Rome became very powerful.

A Democracy has NO safeguards to protect the rights of the minority in a population. A Republic has MANY safeguards to protect the rights of all individuals in a popluation
