2 Cooperation between the Australian Federal Police and the Indonesian National Police was formalised in the Memorandum of Understanding on 5 August 1997, reaffirmed on 13 June 2002 and again on 6 February 2004 at the Bali Regional Ministerial Meeting on CT, co-hosted by the Australia Government and the Republic of Indonesia. 4 Indonesian Training Needs Analysis Indonesian Blue Book on CT training requirements – 2004 Interviews with Transnational Crime Departments Liaison with other foreign aid donors on training to be delivered Environmental Scans

5 Indonesian Training Strategy Focus on trans-national crime capacity building for Indonesian law enforcement, intelligence and criminal justice agencies Identify and develop international best practice training modules and attach Indonesian and international trainers to JCLEC streams –Investigations Management –Criminal Intelligence –Forensics –Financial Investigations –Anti Corruption Train the Trainer courses

6 Regional Training Strategy Develop partnerships with Regional Law Enforcement Training Centres Enter into agreements with Regional training centres for them to deliver JCLEC training modules instructor training to assist Regional partner countries in the delivery of JCLEC training modules

7 Regional Training Strategy Offer JCLEC Training modules to partner agencies in the Region Seek feedback on the standard and effectiveness of training modules by partner agencies Review process – annually with training partners

8 Regional Training Strategy Develop partnerships with Internationally recognised training centres to delivery a suite a leadership and management training programs for Indonesia and the ASEAN Region Seek university accreditation for Forensic, Investigations and Management Programs

16 How Can You Help The attachment of a cadre or team of experienced international law enforcement trainers to JCLEC. Will assist the development and training of Indonesian Law Enforcement officers Promote sustainable capacity building through JCLEC; and Establish JCLEC as an international training centre for Indonesia and the Region
