4 Program History 2005 HB1516 from the 83rd Texas Legislature initiated the Texas Data Center Services (DCS) program. 2007 The State contracted with the initial vendor to migrate systems into two consolidated data centers, manage operations, and provide disaster recovery services. 2010 The State issued an RFO to re- procure and restructure DCS services using a service integration model. 2012 Services commence under the new DCS structure with an MSI (Capgemini) and Service Component Providers (Atos and Xerox). Service Levels have increased from 21% in 2011 to 77% in 2016!

9 Budgetary Details Customers consume DCS Mainframe, bulk Print/Mail and Server services based on over 100 pre-defined resource units. DIR and Customer service commitments are documented in an Inter-agency contact or Memorandum of Understanding. DIR assesses a 2.95% administrative fee on top of vendor charges to administer the DCS program. Billing detail and historical trend information available via the DCS Portal. Billing detail is provided at a detail level sufficient to allow customers to validate charges and appropriately allocate to multiple funding sources. In even number years, DIR, with vendor assistance, develop DCS forecasts for customers to review, adjust and include in their legislative appropriations requests or upcoming budget cycles.
