5 TheThe Tax and Spending Powers of the Federal Government has been used to Expand Federal Power. The  Section 8. Clause 1. The Congress shall have Power to lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States. HOW DOES THIS EXPAND FEDERAL POWER?

6 The Necessary and Proper/Elastic Clause Expands the Power of the Federal Government.  The Congress shall have Power... To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof. Civil Rights Act of 1964 – outlawed discrimination against African Americans and women as well as terminated unequal application in regards to voter registration requirements and all forms of racial segregation in schools, in the workplace and by facilities that offered services to the general public.
