3 3 Guinn School Background Buildings and land acquired from FWISD in 1998 –School opened in 1917, closed 1980 –5 acres, 3 primary structures (elementary school, middle school, gym) –Original elementary school was demolished for I-35W widening I-35W Rosedale Middle School Elementary School Gymnasium North

4 4 First building (middle school) renovated in 2001 –$2.3M primarily from US Economic Development Administration grant –Currently used as Fort Worth Business Assistance Center Other occupants include Tarrant Community College, FW Metropolitan Black Chamber of Commerce, Small Business Administration, and others Guinn School Renovation Background

5 5 Second building (gymnasium) renovated in 2004 –$1.2M primarily from HUD Economic Development Initiative grant –Currently used as TECH Fort Worth, which is a technology business incubator Guinn School Renovation Background

6 6 Third building (elementary school) is currently vacant –Interior is very unstable, little support for exterior walls –Roof has numerous large holes –Windows boarded up –Mechanical, Electrical, Plumbing systems non-functional –Asbestos throughout building Guinn School Renovation Background

7 7 Grant funding available in Aug 2005, needed to be obligated or lost by August 2006 –Construction Manager at Risk (CMAR) contract and design contract awarded simultaneously in August 2006 to obligate funds ($2M budget) –Early in schematic design process realized available funding was insufficient for complete restoration Guinn School Renovation Elementary School

8 8 Due to CMAR limitations, decision was made to separate the work on the elementary school into two phases –Building stabilization and site utilities Stabilize exterior walls and roof Asbestos abatement and interior demolition New roof Repair exterior masonry Repair/replace exterior windows New elevator Plumbing for future restrooms New site electrical extension and panels New heating, ventilation, and air conditioning units Guinn School Renovation Elementary School

9 9 –Interior Build Out (Unfunded) New interior walls and doors Paint, carpet, tile floors New electrical wiring, light fixtures, computer network wiring New ducts, plumbing fixtures, furnishings Cost estimate $1.1M design and construction Guinn School Renovation Elementary School

12 12 Cost estimate $300K –Plaza Design & Construction $200,000 Southside TIF –Public Art $100,000 2004 CIP 2%; Public Art Fund Guinn School Plaza Concept

13 13 M&C on next week’s agenda to authorize change to CMAR contract to proceed with building stabilization and site utilities –9 month completion - December 2009 Structural framing Environmental abatement and demolition by separate contract New roof, windows, utilities M&C for plaza design ($50K) to Council in March 2009 –Komatsu Architects – will collaborate with Public Artist M&C for interior build out when additional grant funds are secured –Interior design is 95% complete –Cost estimate $1.1M, currently have $400K available Next Steps
