112 Emergency Call System in Poland Caller Location Organization Responsibility Minister of Administration and Digitization – organizes, coordinates, maintains and supervises the system Voivod (governor) – organizes PSAP Structure PSAP – responsible for answering 112 calls and then passing the information on incident, including the caller location information, to a correct dispatch station. 17 PSAPs in Poland - 1 per voivodship (16) + 1 for the capital city only Regulation Draft act on Emergency Call System – enters into force early 2014 (tentatively)

112 Emergency Call System in Poland Caller Location 112 system in Poland – general concept - based on analysis and lessons learned One, central IT system for all PSAPs 112 and – in the future - other emergency numbers (i.e. Police, Fire Service) answered in the same PSAP One general procedure of answering calls, one detailed catalogue of questions to be asked and one procedure of passing the information on incident to dispatchers One training and examination center for operators Temporarily – only phone calls passed to dispatchers Planned (end of 2014) – electronic data on incident + phone call (if needed)

112 Emergency Call System in Poland Caller Location PSAP Answers the call, qualifies (hoax calls elimination), passes the information on incident to rescue services PSAP is not responsible for dispatching and is not involved in determining the best route to reach the emergency location. Currently, the call is answered by the PSAP responsible for the area in which the incident occurred or one substitute PSAP. In the future (2014), to reduce time needed for answering, the calls will be answered by any of 17 PSAPs in Poland, having an ability of establishing caller location and assigning the correct dispatch station.

112 Emergency Call System in Poland Caller Location Caller location detection information on the location of a network termination point means: 1) for a public fixed telecommunications network – detailed address of a network termination point installation; 2) for a public mobile telecommunications network – geographic location of publicly available telecommunications services user’s terminal.

112 Emergency Call System in Poland Caller Location Caller location detection Information on the caller location are provided by operators of pibloc telecommunication networks and gathered in „Location and Information Platform – Central Database” – maintained by Office of Electronic Communication. PSAP or rescue services, through a Central Point of Emergency Call System, are provided with the information on caller location automatically, when the call comes.

112 Emergency Call System in Poland Caller Location Caller location detection - how does it work in practice? -PSAP operators or rescue services dispatchers get information on caller location – address or geographic location. -Information on caller location or a place of an incident can be seen on the map immediately, thanks to a specific application (Universal Map Module). -Rescue services that can be informed about an incident are automatically assigned according to caller location.

112 Emergency Call System in Poland Caller Location Caller location detection – when do we need it? Callers usually can determine their location without any assistance. However: -In one region there are villages or cities that have exactly the same name – operator needs an information on the area that the call comes from to pass an information on the incident to a correct dispatch station; -There are specific situations when callers are not able to inform on their location (i.e. car accidents on highways, children dialing 112).

112 Emergency Call System in Poland Caller Location Caller location detection – difficulties Difficulties happen when 112 calls come from mobile phones’ users. -Accuracy depends on operator’s infrastructure – location is usually more precise in densely populated areas (urban) -Average accuracy – 20-30 meters Ministry of Administration and Digitization currently does not have sufficient information about the impact of accuracy or reliability of the 112 caller location information on the effectiveness of emergency services response activities. According the project of the act on emergency call system, new PSAP will provide necessary information and statistics that would allow such analysis.

112 Emergency Call System in Poland Caller Location Caller location detection – how to make it more precise? If necessary, detailed requirements concerning the accuracy and reliability of a network termination point location for public mobile telecommunications networks may be addressed to a particular operator, taking into account technical capabilities and network development plans of a particular operator. Possible new technical solutions that would require to be common and acceptable for all the citizens.
