2 CONTEXT Declining financial health of colleges since 2010. Challenges ahead including devolution and funding reforms (e.g. apprenticeship levy, more learning loans). Growing demand for higher level technical and professional education and training, and greater specialisation, to meet economic need (cf. Productivity Plan).

3 AREA REVIEW PROGRAMME National programme of c. 40 area reviews completed by March 2017 with full implementation by 2020 Designed “to establish the appropriate set of institutions.. to offer high quality provision based on the current and future needs of learners and employers within the local area”. Moving towards “fewer, larger, more resilient and efficient colleges” Providing the means to consider interest from Sixth Form Colleges in taking on academy status

4 National framework for the reviews, within which areas such as London have the flexibility to adapt the approach to take account of local circumstances and requirements. London government (the Mayor and the boroughs) worked with central government, in consultation with the FE sector, to develop and agree an approach to Area Reviews in London. LONDON AREA REVIEW
