5. 1.1 Council Scope and Purpose History Council Purpose – The purpose of this council is to develop and support coordination of a coalition of capacity building support providers and networks that agree to uphold and support high quality Linked Learning implementation. 5

6. 1.1 Council Scope and Purpose Council Scope of Activities – Establish Operating Rules and Procedures. – Represent capacity building support providers and networks within the Linked Learning Alliance Governance Structure. – Build capacity and catalyze field utilization of assistant services for the field. – Provide input for establishment of Quality Standards for the field. – Promote systems change. 6

7. 1.2 Linked Learning Alliance Governance Councils serve as an advisory working groups. By design, the Councils have broad set of stakeholders of the Linked Learning field. Chairs of this Council, Gary H. and Linda C. serve as Board of Directors for the Linked Learning Alliance. 7

9. 2.1 Council Eligibility, Membership and Election Process Proposed Eligibility and Membership – Council may be up to 15 members. – Members must be Senior Executives of non-profits, corporations, postsecondary institutions, community- based organizations, or networks of schools or academies. – Members must be members of the Linked Learning Alliance. – Members must participate and attend council meetings. – Formal eligibility and membership to this council is determined by this council. 9

Overview of 2016 milestones 15 2016 Milestones 1 45-50 districts are demanding Linked Learning, engaged in partnerships with Linked Learning, and have a clear and compelling knowledge of how Linked Learning supports the student outcomes they seek 2 8-10 postsecondary institutions are demanding Linked Learning, engaged in partnerships with Linked Learning, and have clear and compelling knowledge of how Linked Learning supports the student outcomes they seek At least 10 postsecondary institutions have indicated a preference for Linked Learning graduates 3At least 10 major companies have indicated a preference for Linked Learning graduates 4 A quality assessment/certification system has been developed – based on an agreed upon definition of quality – and this system is in use in early adopters 5 A coordinated research agenda is in place that addresses critical field-identified needs and builds from common parameters for data use. As part of this, at least 3-5 (actionable) research studies are underway that seek to test elements of the Linked Learning approach and tie practices to student outcomes 6 There is an experienced and coordinated cadre of TA providers that are supporting high-quality implementation of Linked Learning and meeting the needs of districts and postsecondary institutions 73-5 exemplar regions have been selected, and exemplars are beginning implementation of plans 8An aligned and effective means of gathering practice and outcome data is developed, and this means is in use in all early adopters
