2 UNCLASSIFIED 2 CEWG Meeting Agenda Action items –Approve minutes from September 22, 2010 CEWG meeting General discussion: –CEWG membership – refining the POC list –Updated over-arching control/evaluation structures –Staffing needs for C/E –Sub-group updates MSEL development Control documents Evaluation documents C/E training program –Battle-rhythm for remaining planning and execution

4 UNCLASSIFIED 4 Discussion: CEWG roster Refining the POC list –Additions and deletions are trickling in to NEP@dhs.govNEP@dhs.gov –Important that the right people are getting CEWG emails –Please help refine the list over the next few days

5 UNCLASSIFIED 5 Discussion: Updated C/E architecture Why were changes made? –The Unified Area Coordination Group (UACG) and Master Control Cell (MCC) will not be co-located MCC will be in the National Capital Region UACG will have its own robust control cell –Needed to better support the control structure through integration of the regions

8 UNCLASSIFIED 8 Discussion: C/E staffing needs MCC, VCCs, and LCCs all have different C/E staffing needs –Will also vary by state, D/A, region, and level of play Need to finalize C/E structure –Once that occurs, will have better understanding of demand Federal D/A, Regional, and State visits –Discuss staffing needs, including suggested staffing levels and support requests Private sector –As play becomes clearer, we will talk about staffing needs

9 UNCLASSIFIED 9 Discussion: MSEL development Step one –Ensure that all objectives and triggers/ground truth requirements are received from Federal D/As –Ensure that all objectives, triggers/ground truth requirements, and expected play (EPA) are received from Regions and States –Ensure that all triggers/ground truth requirements, and expected play are received from Private Sector Step two –Compare triggers needed for Federal play with EPA from Regions, States, and Private sector Where triggers are expected to occur, allow free-play to happen Where triggers are uncertain, go back to states for dialogue If triggers not expected, write injects to help achieve objectives

10 UNCLASSIFIED 10 Discussion: MSEL development, cont. In the next few weeks…. –All participants should complete data calls (Objectives, level of play, triggers, etc) –Talk to regions and states to make sure key triggers and expected player action is clear –SWG and CEWG will hold joint meetings with Federal D/As to gather objectives and triggers –Inject upload form will be completed and distributed Upload form will work whether using NxMSEL or EMSe When the above is complete… –Local, state and regional levels can start/complete injects for MSEL –Federal D/As add injects as necessary to achieve objectives

11 UNCLASSIFIED 11 Discussion: Control documentation National EXPLAN is being drafted –It will have multiple sections that have “TBD” –We need more information from key play locations –First draft due the end of this month Please continue to send/update all local/state/Federal EXPLANs. –State EXPLANs could become appendices to National EXPLAN Need to find a group to review the document

12 UNCLASSIFIED 12 Discussion: Evaluation documentation National Evaluation Plan is being drafted –We need more information regarding key play locations –First draft due the end of this month EEGs will be done in time for training –The National CEWG is responsible for National EEGs –State, regional, Federal D/A, and private sector EEGs will likely be more specific to individual capabilities, activities, and tasks Need to find a group to review the document

13 UNCLASSIFIED 13 Discussion: C/E Training Concept Web-based training course will be available –Will contain base line information that all C/E staff should know Content for ‘live’ training will be developed –Hope to discuss training needs and potential dates with States and Regions during upcoming visits Need to have enough lead time for training-the-trainers to be effective –Will do the same for Federal D/As
