Gaps The lack of defined statement of ethics to guide public health practice* Public health ethics has generally been seen as part of biomedical ethics “…(a) deep divide between the central commitment of bioethics and the value that animate the practice of public health”** “…bioethics is the wrong place to start when thinking about the balances required in defense of the public’s health.”** *Last, 1987; Beauchamp and Steinbock, 1999; Kass, 2001; Roberts and Reich, 2002; and Dickens, 2005 **Bayer and Fairchild, 2004, The genesis of public health ethics. What needs to be developed: An ethics framework for public health, and the code of public health professional Not merely a code of professional ethics, addressing general norms and expectations of professional behavior.
