In support of the G8 Plan of Action © OECD/IEA - 2008 G8+5 and IEA 25 energy efficiency policy recommendations across 7 priority areas 1. Across sectors 1.1Measures for increasing investment in energy efficiency; 1.2National energy efficiency strategies and goals; 1.3Compliance, monitoring, enforcement and evaluation of energy efficiency measures; 1.4Energy efficiency indicators; 1.5Monitoring and reporting progress with the IEA energy efficiency recommendations themselves. 2. Buildings 2.1Building codes for new buildings; 2.2Passive Energy Houses and Zero Energy Buildings; 2.3Policy packages to promote energy efficiency in existing buildings; 2.4Building certification schemes; 2.5Energy efficiency improvements in glazed areas. 3. Appliances 3.1Mandatory energy performance requirements or labels; 3.2Low-power modes, including standby power, for electronic and networked equipment; 3.3Televisions and “set-top” boxes; 3.4Energy performance test standards and measurement protocols. 4. Lighting 4.1 Best practice lighting and the phase-out of incandescent bulbs; 4.2 Ensuring least-cost lighting in non-residential buildings and the phase-out of inefficient fuel- based lighting. 5. Transport 5.1 Fuel-efficient tyres; 5.2 Mandatory fuel efficiency standards for light- duty vehicles; 5.3 Fuel economy of heavy-duty vehicles; 5.4 Eco-driving. 6. Industry 6.1Collection of high quality energy efficiency data for industry; 6.2Energy performance of electric motors; 6.3Assistance in developing energy management capability; 6.4Policy packages to promote energy efficiency in small and medium-sized enterprises. 7. Utilities 7.1Utility end-use energy efficiency schemes

INTERNATIONAL ENERGY AGENCY AGENCE INTERNATIONALE DE L’ENERGIE © OECD/IEA - 2008 IEA 25 energy efficiency policy recommendations across 7 priority areas Global implementation of recommendations could save around 8.2 GtCO 2 /yr by 2030; this is equivalent to 20% of global reference scenario energy related CO 2 emissions in 2030 IMPLEMENT

INTERNATIONAL ENERGY AGENCY Worldwide Trends in Energy Use and Efficiency Key Insights from IEA Indicator Analysis ENERGY INDICATORS © OECD/IEA - 2008 Total Final Energy Consumption per Unit of GDP Index for 1990 to 2005 Absolute Values in 2005 Cost-effective energy efficiency potential exists in all countries

In support of the G8 Plan of Action © OECD/IEA - 2008 Industry & energy efficiency Policy priorities a)Data  Support IEA’s energy efficiency indicator work to support high quality policy analysis b)Minimum Energy Performance Standard for Motors c)Energy management (EM)  Policies to assist EM capability (EM tools, training, certification)  Encourage industry to adopt/implement formal EM practices d)Small & Medium Sized Enterprises (SMES)  A package of measures to promote energy efficiency in SMES including:  High quality energy audits are accessible to SMES  Provision of relevant energy efficiency information  Encouraging appropriate least-lifecycle capital acquisition procedures

In support of the G8 Plan of Action © OECD/IEA - 2008 Finance & energy efficiency Policy priorities: a)Common energy efficiency savings verification protocol b)Financial institutions staff training in energy efficiency c)Remove subsidies that deter energy efficiency d)Promotion of risk-mitigation instruments e)Promotion of public-private partnerships

In support of the G8 Plan of Action © OECD/IEA - 2008 Engaging all actors in energy efficiency Energy efficiency governance “Use of political authority, institutions and resources to achieve improved energy efficiency” New model of governance Key elements of governance  Institutions  Multi-level relationships  Accountability & transparency  Resources  Capacity  Compliance

In support of the G8 Plan of Action © OECD/IEA - 2008 Budget of national EE agencies as percentage of GDP for 20006

In support of the G8 Plan of Action © OECD/IEA - 2008 Key messages 1.IEA recommendations set priority 2.Implement 3 3.Policy priorities for industry, finance and governance 4.Mick Jagger is wrong
