Digital libraries in Poland Federation of Digital Libraries (113 libraries): 2.000.000 digital objects from public domain / in open access (without NLP) 130.000 digital objects with restricted access National Library of Poland (www.polona.pl): 500.000 digital objects from public domain / in open access 900.000 digital objects under copyright

The extended collective licensing model could provide a viable solution to the problems of digitization and dissemination of copyright protected works held in library collections

Why? Digitization and free dissemination of copyright protected library collections is hindered due to high costs related to clearance of copyright and related rights

Today’s possibilities

Clearing the rights individually Clearing the rights individually with every author is burdensome and time-consuming, especially in cases of multiple authorship

Orphan works and out-of-commerce works Solving the rights clearance issue based on new arrangements in Polish legislation focusing on orphan works and out-of- commerce works

Academica : an interlibrary loan system for scientific publications

Problems related to the mass- digitization and online dissemination of copyright protected items from libraries would best be solved through extended collective licensing

Proposed directions and actions: Stakeholders discussion Partner relationship among stakeholders Choosing the most appropriate model of ECL Providing the possibility to opt out from the arrangement Considering the cross-border dissemination of digital content from libraries
