2 Safety Forum – history First Safety Forum meeting: 1 February 2001 established to “restore trust” and “to listen instead of dismissing” The positive tripartite collaboration needed to be revitalised, both between offshore and land and between management, union officials, safety delegates and the authorities Members 2001-04: Ministry of Labour and Government Administration (AAD – observer), PSA (chair and secretariat), Norwegian Oil Industry Association (OLF), Norwegian Shipowners Association, Federation of Norwegian Manufacturing Industries (TBL), Norwegian Association for Supervisors, Norwegian Oil and Petrochemical Workers Union (Nopef), Norwegian Confederation of Trade Unions (LO), Federation of Oil Workers Trade Unions (OFS) and the Cooperating Organisations (DSO) April 2004 – dialogue with participants about future development of the Forum in light of the PSA’s new responsibilities on land. The Federation of Norwegian Process Industries (now the Federation of Norwegian Industries with the TBL), Confederation of Employees in the Private Sector/Confederation of Vocational Unions (Prifoil/YS) and the United Federation of Trade Unions join 2006 – Consolidation and further development. Ministry of Labour and Social Inclusion (AID) is still an observer

3 Mandate for the Safety Forum The Safety Forum is to be the key tripartite HSE arena in the petroleum industry. The Safety Forum aims to contribute to increased knowledge and understanding of why and how the Norwegian oil and gas industry should be a pioneer industry as regards HSE, both on a national and international level. We achieve this through the Safety Forum: being represented by managers, HSE personnel and key decision-makers among the parties in the industry and the Petroleum Safety Authority Norway, and with the Ministry of Labour and Social Inclusion being an active observer facilitating and stimulating cooperation and debate on key HSE challenges in the petroleum activities, both offshore and at onshore facilities. being a consultation arena for, a driving force behind and an initiator of strategic HSE projects and processes within the framework of the PSA's area of responsibility being a driving force behind the dissemination of information and knowledge regarding HSE and the development and establishment of positive HSE cultures and practices between the parties and the authorities according to Section 1 of the Working Environment Act.

6 Some projects and processes rooted in the Safety Forum Trends in risk levels on the NCS PSA heads this tripartite project which aims to help establish a realistic and unified picture of risk level developments in the industry Quantitative and qualitative processes and sub-projects with Safety Forum participation Risk of cancer among offshore workers OLF heads this tripartite project which compares cancer and mortality among offshore industry workers and the rest of the population Aging and health OLF heads this tripartite project which aims in part to help reduce sickness absence and the disability rate in the industry and make arrangements to deal with the anticipated aging of the workforce White Papers on health, safety and the environment in the petroleum industry (nos 7 and 12) Suggestions from employers, employees and PSA for issues in the white papers Continuous consultation/debates on the content of the White Papers Project groups established by the Safety Forum on special issues (diving, chemical working environment) Briefings from HSE research Status and discussions from collaboration projects organised by Working Together for Safety (SfS) Review and discussion of serious incidents and accidents in the industry, and trends

7 Specific contributions from the Safety Forum Examples – roles as “informant” and conveyor of attitudes and experience 20001 – contributions on technical issues to White Paper no 7 from the members 2003 and 2004 – status reporting from Safety Forum members on White Paper no 7 ( the safety white paper) to the ADD and the PSA 2003 – a scenario process pursued with Safety Forum members to identify possible trends in the industry and consequent HSE challenges. This work formed the basis for preparing a new White Paper on HSE for 2006 2004 – documented gathering of experience from members on the issue of the Norwegian Petroleum Directorate as regulator for HSE in the petroleum industry and expectations of the new PSA 2004 – In-depth interviews with Safety Forum members in connection with the project on trends in risk levels on the NCS ( RNNS) confirm that the climate of collaboration between employers, employees and the authorities is improving –The Safety Forum and the RNNS are described as success factors is achieving a common understanding of reality and a tripartite collaboration in the HSE area 2004-05 – Issues, consultation and contributions to new White Paper in 2006 from member organisations 2005-06 – working party on diving in the petroleum industry reports via the Safety Forum to the AID and the working party on the chemical working environment reports to the AID in 2006 2003-06 – 150-270 participants at the Safety Forum’s annual conference

8 What has been achieved? Improved collaboration between the various sides and among the players Better understanding and knowledge of where the sides stand on HSE issues Organised follow-up and participation in processes and activities relating to HSE in its broadest sense Documented processes relating to the tripartite collaboration have simplied information flows and knowledge transfer in the industry.
