1964 Children with disabilities were not attending public schools. Nearly half of the nation’s poor were young children. Research was released on the effectiveness of early intervention with low income children Medicare and Medicaid was developed but not signed into law until 1965. Change in government thinking President Johnson declared a “War on Poverty”

1964 Major Legislative Acts 1.Civil Rights Act of 1964- outlawed major forms of discrimination against blacks and women, including racial segregation. It ended unequal application of voter registration requirements and racial segregation in schools, at the workplace and by facilities that served the general public ("public accommodations"). racial segregation 2.Economic Opportunity Act- The EOA provided for job training, adult education, and loans to small businesses to attack the roots of unemployment and poverty.

Economic Opportunity Act The philosophy behind the statute was not wealth distribution, but the belief that government can and must provide poor people with opportunities to earn a decent living and maintain their families in a comfortable living standard. EOA programs included VISTA (Volunteers In Service To America), the Job Corps; the Neighborhood Youth Corps; Head Start; Adult Basic Education; Family Planning; Community Health Centers; Congregate Meal Preparation; Economic Development; Foster Grandparents; Legal Services; Neighborhood Centers; Summer Youth Programs; Senior Centers; and others

Head Start Timeline 1964- Head Start is created 1968-Head Start begins funding a program that will eventually be called Sesame Street. It is a Carnegie Corporation Preschool Television Show. 1972- HS legislation mandates that at least 10 percent of the national enrollment consist of handicapped children. This is in conjunction with the Education of all Handicapped Children Act. 1973- Home based option begins 1995- Early Head Start is funded

How was Head Start different? Flexibility- Community needs Comprehensive Parents Should Participate Innovation - Head Start was an ideal place to try new child care and educational approaches, and new legislation was passed to help more children and families.

Founders Seven Goals 1.Improving the child’s health and physical abilities. 2.Helping the emotional and social development of children by encouraging self-confidence, spontaneity, curiosity, and self-discipline. 3.Improving the child’s mental processes and skills, with particular attention to conceptual and verbal skills. 4. Establishing patterns and expectation of success for the child that will create a climate of confidence for future learning efforts.

Goals Continued 5.Increasing the child’s capacity to relate positively to family members and others, while at the same time strengthening the family’s ability to relate positively to the child and his problems. 6. Developing in the child and his family a responsible attitude toward society, and encouraging society to work with the poor to solve their problems. 7. Increasing the sense of dignity and self-worth within the child and his family.

Early Head Start History In 1994 the Carnegie Foundation of NY released a report called Starting Points, revealing a “quiet crisis” effecting infants and toddlers in America - Lack of Adequate Prenatal Care, Parent Isolation, Substandard Child Care, Poverty & Inadequate Health Care Neurons to Neighborhoods: The Science of Early Childhood Development shaped what is now EHS EHS was created by Congress in the Reauthorization of the Head Start Act in 1994.

Head Start Now- 2010 Head Start Funding for 2010 - $6,996,431,000 904,000 children were served 1591 grantees 49,200 classrooms & 18,000 facilities Average cost per child $7600 Number of staff- 212,000 Number of volunteers 1,274,000 Average grantee-$4 million –500 children/120 staff Over 25 million children have been served

History of Early Explorers 1966-Newport School began services to 30 children in summer programming 1970-Changed to 9 month program 1972-Changed from center to home based 65-75-Numerous communities and joined under the Towner program 74-Rugby 82-Bottineau 84-Devils Lake 85-Enrollment at 129 94-NDHSA was established

Early Explorers History Continued 95-Velva & Maddock-enrollment at 196 96-16 blizzard days 96-Received grant for EHS 96-Expanded to Sheridan & McLean Counties –216 enrollment 2000-01- Opened first center based classrooms in Turtle Lake and Devils Lake 08-Awarded Early Reading First 10-Expanded EHS – 66 enrollment

Office of Head Start determines grants to be awarded including service area and budget Grants are awarded & given one year for planning Only individuals awarded grant have permission to serve a specific area Programs write grants and submit to Office of Head Start Grant readers are hired to review, score and select grant recipients Congress Approves Expanding Program Federal Announcement of Expansion - Request for Proposals

Early Explorers Overview Grantee Agency-TGU School District #60 Head Start is federally funded for 216 children children ages 3-5 in Bottineau, Benson, McHenry, McLean, Ramsey, Pierce, Sheridan, Towner and Wells Counties-9 month program Early Head Start is funded for 66 expectant parents, infants and toddlers in Ramsey and Wells Counties-12 month program Administrative Office is in Towner 64 employees total 8 sites –Anamoose, Bottineau, Devils Lake, Harvey, Rugby, Towner, Turtle Lake & Velva
