Overview of Program Involved parents, teachers, administrators and business community in development of PK-8 concepts Community Leaders directly involved in development of Educational Specifications. Four PK-8 schools program supported at public hearings, and by School Investment Panel and Board of Education Two PK-8 schools funded by City Building program underway with occupancy in August 2009

HCS – Kahn SWaM Plan Project is packaged to maximize local and SWaM contractor participation. Kahn will market projects to contracting community. Kahn will establish programs to remove/minimize hurdles for SWaM participation. Successful bidders are the lowest qualified public bid. Post bid negotiations often increase SWaM participation. Kahn has reported to HCS Board participation results.

Program Status Bidding - Contracts - Sq. Ft Pricing The Building program is well under budget. The current SWaM participation is 49% or $32,524,000 The total number of bids received to date for this program = 171. The total number of contracts awarded to date = 42. 202,815 sq ft. – Const. cost of approximately $33,881,185 or $167 per sq ft Average cost of Elem. & Middle school construction for Virginia is $190 psf Hunter Booker Andrews averages 90 to 110 workmen per day George Perley Phenix school averages 85 to 91 workmen per day

Construction Update Hunter Booker Andrews – Sentara Structural steel installation progressing in Area “D” and Area “C”. Truss installation in progress in Area “A”. Masonry interior walls are in progress in Area “D” and completed at Area “F”. Overhead mechanical work in progress at Area “D1”. Parking lots are being prepared with stone base to handle heavy truck deliveries. All underground utilities are substantially complete.

Construction Update George Perley Phenix – Bethel Foundation work progressing in Area “E”. Underground utilities continue to be installed. Interior masonry walls are being installed and steel for the two- story building Area “D” has arrived and erection is on-going. Steel for Area “A” is scheduled for delivery December 11, 2008 and erection will commence. Site drives & parking areas scheduled for completion mid – December. Area “D” second floor slab is scheduled to be poured mid – December. November weather and low lying site continues to hinder site activities. Team working to stabilize site.
