NPSTC is a federation of organizations whose mission is to improve public safety communications and interoperability through collaborative leadership. 11 Project 25 Steering Committee Letter May 10 Letter from Jim Downes, P25 SC Chair, to Ralph Haller –Letter unanimously approved by P25 SC at its Apr 25 meeting. –Proposes “ex-officio” membership with full voting rights. –SC members felt that other organizations who have (at least so far) declined P25 SC membership are members of NPSTC’s Governing Board and well-represented by NPSTC. –“NPSTC representative(s) could provide a method to maximize the opportunity for representatives to provide input and address issues identified by the members of the organizations represented.”

Group will initially address air-ground channels. Further changes will be dependent on outcome of pending FCC 700 MHz narrowband cleanup proceeding. Additions that have also been requested include: –Names for band-edge itinerant channels –Naming template for regional/state agencies to similarly name –Reserving all unused names/numbers for future expansion.

NPSTC is a federation of organizations whose mission is to improve public safety communications and interoperability through collaborative leadership. 17 Cross Border Update Montana Update –DHS grant funded Blue Freq/VLAW31 base stations at border crossings for CBP access –Montana has received an FCC License to operate on BLUE with a waiver to allow all public safety access (currently restricted to law enforcement –Montana has updated their online mutual aid permit process to allow Canadian provinces to apply

NPSTC is a federation of organizations whose mission is to improve public safety communications and interoperability through collaborative leadership. 18 Cross Border Update Canada Update –Alberta and Saskatchewan provinces are working with Industry Canada to obtain license for BLUE –Canadian law will not allow BLUE to be programmed into the radio without a license –Provinces bordering Montana are being encouraged to apply for a mutual aid permit –Public Safety Canada is collecting data on all cross border interoperability projects (including description and contact information) to share on their web site

Awaiting action by Canada –Will address the following issues: Definition of portable radio (vs. Mobile) Authorize three scenarios –Simplex communications between borders –Base station in County B to support operations in County A –Base station in Country B or A to support both counties for interoperablity
