TYPES OF MAYORS Caretaker Symbolic Head Director Caretaker – Mayor who invests little in the office - (uniformly underdeveloped type of leadership) Symbolic Head – ceremonial only, mayor performs no other roles. Director – Complete type of mayor who not only contributes to smooth functioning of the City, but also creates a general sense of direction for community.
