Abraham Lincoln issued the Emancipation Proclamation which began the process of freedom for America's slaves. He Created the first income tax in order to finance Union expenses in the Civil War. Also a law he signed included the Homestead Act, the Morrill Act, the National Banking Act, and a bill that chartered the first Transcontinental Railroad.

President Carter attempted to create a diplomatic outline for living and cooperation among the nations of that region.
