OFSTED/CQC Local Area SEND Inspection Briefing

The Inspection Framework All Local Areas will be inspected over 5 a year period Inspections will commence in May, with 5 days notice The inspection team The focus of the inspection: -How effective the local are works together to identify children & young people with SEND -How effective local areas are at assessment and meeting need -How effective the local area is at improving outcomes

Key Lines of Enquiry Focus on SEN Support and specific cohorts How well do professionals know their client groups? Is there an understanding of the graduated pathway? Does the local area know what to do if they suspect a child has SEND? Co-production – strategically and operationally The Local Offer Preparing for adulthood Evidencing impact at every stage

Key Points (NHS) NHS Duties as guided by Children and Families Act 2014 and are now integral to Gloucestershire's graduated pathway of support for children & young people with SEND: -Contributing to early identification of need -Contributing to the needs assessment -Contributing to planning at strategic and individual level, and review of Plans -Securing sufficient provision to meet need -Cooperating with joint commissioning arrangements -Ensuring the delivery of the Designated Medical / Clinical Officer role

What do the NHS do Well? DMO/DCO roles commissioned and working well. Effective processes in place for: -Early identification and notification of need -Provision of assessment and advice -Contributions to planning and to individual plans -Developing processes which deliver better transitions at 18+ from young people services to adult services (Ready Steady Go programme) -Community Learning Disability Teams and training

Areas for Development Development of the processes for wider roll out of personal health budgets (PHBs) Arrangements for planning and transition for young people and young adults aged 18+ (building on the development work underway) Reshaping of mental health services Continuing to develop ways to co-production provision of support
