2  A group of citizens consisting of homeowners, business owners, landscapers, developers and representatives from Master Gardeners, Texas A&M Extension Service, City of San Angelo staff and UCRA.  To serve as a positive presence in assisting our city as it moves forward on water conservation goals for the benefit of our community.

4  Change the term “Drought Levels” to “Conservation Levels”  Conservation Level 1 would be our baseline  Conservation Level 2 starts at 24 months of water  More flexibility in returning to lower conservation level (e.g. immediately following large rain event)  Use of broader set of criteria to determine movement between levels (long term weather predictions, time of year, lake levels, Hickory Aquifer status- current recharge rates vs. draw down rates, etc.)  CONSERVATION BECOMES A WAY OF LIFE
