Collecting Signatures Starts at 12:00AM Thursday Morning Due March 24th, 2016 at 5:00 pm o Can be allowed an additional 24 hours if not in good standing Name, PID, residence/department, and class Online Signature Gathering o ONYEN authentication o SEND A LINK TO THE BOE BEFORE COLLECTING SIGNATURES THIS WAY o Print out for hard-copy version Rules o Cannot approach groups larger than 5 o No classrooms, computer labs, libraries, gyms, dining halls, or buses o No campaign materials or unsolicited e-mails during the signature gathering period o No bribes

Signatures Counts o Student Body President: 1,250 signatures o Student Congress: 20 signatures o RHA President: 250 signatures o CAA President: 750 signatures o GPSF President: 100 signatures o Senior Class President/Vice President: 250 signatures Must get signatures from constituents of your office* Students can only sign as many petitions as there are seats in that office To turn in signatures: o Hard copy of petition to the BOE office o Electronic copy of petition in an Excel document *See next slide

Constituencies Student Body President o All duly registered, fee-paying students CAA President o All duly registered, fee-paying students GPSF President o All duly registered, fee-paying graduate and professional students RHA President o All duly registered, fee-paying students of RHA Senior Class President/Vice-President o All duly registered, fee-paying juniors or continuing seniors Student Congress Representatives o All duly registered, fee-paying residents from the district of respective candidates

Campaign Websites Independently Bought o Pro-rate cost of website over election cycle o Indicate amount on financial statement Request from Board of Elections o Contact ITS for helping in developing a webpage Can go live after meeting. o Facebook, Twitter, etc. SIGNATURE GATHERING CANNOT GO LIVE UNTIL 12:00am Thursday morning.

Campaigning Rules & Regulations Restricted Areas: o The Cubes (The Pit and next to the Campus Y) o Interior of the Student Union o Exterior of all campus buildings o Interior of all classroom buildings o Interior of campus libraries, dining halls, and gyms o Within 50 feet of a University-operated computer lab o Athletic buildings (Dean Dome, Kenan Stadium, etc.) o Interior of buses

Dorm Storming: SBP/RHA Only 7:00 – 9:00 pm Sundays through Thursdays o Check-in: 6:50 pm in community office; need One Card and nametag o 10 people per campaign per community at one time o Starts Wednesday, January 27 Cannot post things in undesignated area* Cannot slide things under doors Non-solicitation forms* can be posted on doors *http://studentlife.unc.edu/organization/boe Documents

Campaign Expenditures Amounts o Student Body President: $150.00 (+$75.00) o Student Congress: $15.00 (+$5.00) o GPSF President: $100.00 (+$50.00) o RHA President: $100.00 (+$50.00) o CAA President: $100.00 (+$50.00) o Senior Class Officers: $50.00 (+$25.00) – joint spending Can’t be spent on bribes, alcohol, gifts, etc. Financial statements due the day after the election by 5:00 pm in hard copy and emailed in as an Excel spreadsheet

Campaign Workers Who can’t participate in campaigns? o Members of the Board of Elections o Student Attorney General o GPSF Attorney General o Chairs of the Undergraduate and Graduate Honor Courts o Members of Student Supreme Court o Members of the Student Legal Counsel

Violations & Penalties Accumulation of 10 points results in automatic disqualification For each point received, candidate’s spending limit is also decreased by 5% of total amount Categories o Defacing school property – 2 (+/- 1) points o False Start – 3 (+/- 2) points o Location – 3 (+/- 3) points o Technology – 3 (+/- 3) points o Falsification – 6 (+/- 4) points o Financial Problems – 7 (+/- 3) points o Harmful/Malicious Behavior – 8 (+/- 2) points

Violations: Overview You have the right to an attorney. A violation is reported; plaintiff files document(s) Defendant is given a chance to see statement and document(s) The Board of Elections will determine date, time, and location of the hearing The hearing will occur, open to the public BOE will vote and decide on punitive measure Appeals to Student Supreme Court can be filed
