Transport and Logistics in Danube Region and South East Europe in wider context Miodrag Poledica, State Secretary Ministry of Transport, Serbia Belgrade,10 April 2014

2 The Danube Region  14 States: Germany, Austria, Czech Republic, Slovakia, Hungary, Slovenia, Romania, Bulgaria, Croatia, Bosnia and Herzegovina, Serbia, Montenegro, Moldova, Ukraine  Population: 115 mio (EU27: 502 mio) Area: 1,092.591 km2 (EU27: 4,324,782)

Europe and Asia Exports

ASIAN CONTAINER PORTS Port of Singapore, Singapore 471 million tons (2009)/ 25 mill TEU (2009) Port of Shanghai, China 368 million tons (2009)/ 28 mill TEU (2009) Port of Hong Kong, Hong Kong 245 million tons (2007)/ 23 mill TEU (2007) Port of Shenzhen, China 199 million tons (2007)/ 21 mill TEU (2007) Port of Busan, South Korea 243 million tons (2007)/ 11.9 mill TEU (2009)

Container volumes continuing to grow 4–5 per cent per year Triple E class three design principles: "Economy of scale, Energy efficient and Environmentally improved„, 400 m long and 59 m wide.

The bulk of EU-27 trade (both imports and exports) with China, continues to be transported by sea. The second largest share in value corresponds to air transport, while rail accounts for the lowest share. EU-China trade

Container transport between Asia and Europe Rail transport using the Trans-Siberian railway, which with its branches represents the most important railway connection between Europe and the Far East, may account for up to 3-4 per cent of the current volume, mainly from northern China. A good comparison of the Trans-Siberian and all-water routes in terms of transport times appears that in terms of the time required to get from major ports in Japan, China and Korea to Finland, the Trans-Siberian route is faster. Maritime container transport increased by 71 per cent and average ship size increased by 55 per cent between 1997 and 2006. Westbound 16 million TEU + Eastbound 12 million TEU in 2015

EU CONTAINER PORTS

Terminal companies have already ordered and installed cranes able to handle vessels with 24–25 rows across on deck, i.e. 1–2 rows more than the 18,000 TEU European container port system ranks among the busiest systems in the world of 95 million TEU in 2012

North Adriatic ports determined to become southern gateway to Europe The recent cooperation agreement of the North Adriatic Ports Association (NAPA) underlines the ambition of the region to develop a gateway function to Eastern and Central Europe and the Alpine region. The NAPA ports are determined to lure trade from northern ports via upgraded rail links and shorter transit times from Asia. For example, Trieste has a port 18 m deep and able to handle the largest container ships at full load. The Italian port offers shuttle train services to destinations in Germany, Austria, Hungary, Slovakia and the Czech Republic, and is targeting countries as distant as Poland, one of the main markets for Hamburg. With only 1.8 million TEU in 2012 the Adriatic ports only handle a fraction of the volumes of the two leading multi-port gateway regions of the Hamburg-Le Havre range.

PAN-EUROPEAN CORRIDORS AND NAPA PORTS 16

The rise and fall of European Black Sea ports The crisis abruptly ended success story and Constantza’s container throughput fell sharply from 1.38 million TEU in 2008 to 594,299 TEU in 2009. In the following years the port could only present a modest growth to reach 684,059 TEU in 2012. The Bulgarian ports of Varna and Burgas remain small players in the container market. The traffic decline in Black Sea ports is in sharp contrast to strong growth witnessed by Piraeus and Turkish deep-sea ports near the Sea of Marmara.

Reduce logistic costs in transport chains to make intermodal transport more attractive Transportation, including inbound, outbound and internal transport Warehousing Capital tied up in transportation and warehousing Packaging Insurance Obsoleteness and wastage Logistics administration

Develop a common strategy for intermodal transport in the Danube region A fragmented or national approach to the development of intermodal transport is inappropriate and may even be retrogressive. A common strategy and plan for intermodal transport in Danube region and beyond is urgently required to complete the regional and transnational plans planning processes. Project examples: -Danube Region Intermodal Strategy (DRIS) -Danube Region Air Transport Network Strategy (DAirNet) -Study on inclusion of a new railway freight corridor connection EU and non- EU countries (WBC) -New Rail Corridor Black Sea - North Adriatic (RO-SRB-CRO-SI)

Corridors for the promotion of the intermodal transport Belgrade terminal

Logistics zone  There are 170 ha for development of the logistics zone  Direct connection to the Belgrade Ring Road and Corridor X railway section  Shippers, freight forwarders, custom office, etc. will be present there

Only a well - developed and coordinated national and regional strategies can provide transport infrastructure with effective operational measures meet the needs of the market and the people of Southeast Europe and the Danube region. 22
