Why focus on governance and social issues in REDD+ ? 1.The big picture – Human rights and development – To function, REDD+ needs as much governance efforts as technical efforts 2.National frameworks and international agreements – UNFCCC Cancun social safeguards Participation Transparency Rights – National Development plans, National integrity strategy 3.The pragmatic reasons : effectiveness, efficiency, equity, confidence and sustainability of REDD+

UN-REDD Targeted Support Complements existing country processes Nationally-owned efforts Currently 7 UN-REDD partner countries are undertaking “Integrity strengthening” studies and only Bangladesh is undertaking study specifically on social impacts through this modality

Two interlinked studies “Strengthening Integrity for REDD+” Objective : analyze integrity risks to REDD+ and formulate practical transparency and accountability recommendations “Evaluating social Impacts of REDD+” Objective : social principles risk assessment and multiple benefits impact assessment Inclusive and consultative processes Practical policy recommendations that feed into Bangladesh REDD+ readiness process Based on existing experiences and knowledge “To assess risks to a transparent, equitable and pro-poor REDD+ system that are posed by corruption and social impacts, so as to design effective risk mitigation measures, as a contribution to Bangladesh’s REDD+ Readiness Roadmap”.

UN-REDD targeted support for national REDD+ readiness in Bangladesh – FAO Component To support the implementation of the MRV action plan and the REDD+ readiness roadmap Priority activities: Technical capacity building for the GHG inventory for the LULUCF sector (Activity 1.3 in the MRV action plan) Rationalize forest definition and establish a harmonized classification system for land representation (Activity 1.4 in the MRV action plan) Capacity building on geospatial data processing and database management (Activity 2.3 in the MRV action plan) Strengthen the capability of forest inventory of the stakeholders to collect and analyze the needed information on forests (Activity 3.3 in the MRV action plan) Development of a database of existing tree and stand allometric equations (Activity 4.1. in the MRV action plan) Support Institutional Arrangements for GHG National Inventory System for the LULUCF sector supported (Activity 1.2 in the MRV action plan) Organize regular MRV meetings (Activity 1.1 in the MRV action plan)

Technical capacity building for Developing a Forest Monitoring system International Training on Tropical Forest Monitoring in INPE, Brazil (1-12 October 2012) (6 Participants) ---Terra Amazon platform for estimating annual rates of deforestation, detection of forest degradation, selective logging activities, and near-real time monitoring of forest cover.

Trainings on GHG inventory preparation for forestry (18-22 November 2012) (32 Participants from FD, DoE, BFRI, BFIDC,BNH, BBS,SPARRSO, Ctg. Univ., Shahjalal Univ. and Khulna Univ.) The objectives of the training were: --- To support the national GHG inventory process --- To support the efforts in the implementation of the national REDD+ roadmap --- To support the preparation of the third national communication --- To identify the gaps and necessary actions to support the inventory in the forestry sector 4. Training on Land cover classification in the context of REDD+ in Bangladesh (24-25 March 2013) (28 Participants from FD, DoE, BFRI, BBS, SPARRSO, IWM, CEGIS, BCAS, Ctg. Univ., Shahjalal Univ. and Khulna University) The objectives of the training were: --- identify available land cover land use --- identify the constraints related to harmonization of available data --- recommendations for an adequate classification system in the context of REDD+ 5. Conclusion A national website is necessary to store/host all the documents and information related to REDD+ for sharing
