ONOC Olympoceania Project The purpose of this program is to assist in the establishment of income generating sporting installations The objective is to offer CISNOC the opportunity to develop, in partnerships with Government and/or the private sector, multi- purpose sports facilities that will enable us to become more self-sufficient in our operations.

22. SPORTS INSTITUTE PARTNERSHIPS IN EDUCATION & SPORT WITH  USP  CISNOC  ONOC & NOC’S  TERTIARY TRAINING INSTITUTE  IF’S & THEIR NF’S  GOVERNMENTS

23. Develop our sport at home Conceptually, the sports themselves provide facilities for the development and higher performance of their athletes. However National Federations and their IF’s have limited restricted funds available for development programs including youth activities and do not have resources to fund establishment of elite training and performance institutes. Trends suggests that even in Australia and New Zealand it is the Federal, State and Regional Governments plus Private sector funders who provide these elite performance Institutes of Sport and sport specific training facilities.

24. Partnerships in Sport Excellence CISNOC plans to enter partnerships with a range of providers including International Federations of Sport & their Continental Associations (eg FIFA and OCF), the Government of the Cook Islands, the Government of New Zealand, Oceania National Olympic Committees (ONOC) and individual NOC’s (eg NZOC, COPC), educational institutes (eg USP Cook Islands) and private sector providers in a series of sporting partnerships to deliver the resources necessary to develop fully sport in the Cook Islands.

25. Partnerships in Sports Management Promote the Institute of Sport project to manage sporting expertise towards the acquisition/construction of facilities that will create the Pacific Institute in Rarotonga Generate a partnership with Governments in existing sports facilities, such as exist in many NOCs and which are typically operated by a Sports Council type of operation. Generate a partnership with municipal authorities in a new and/or existing sports facilities Generate partnerships with private sector developers in new and/or existing sports facilities With these partnerships in place the Sports Institute project will be planned and scoped in 2010 to establish an agreed structure, funding and administrative base for the Institute to operate.

26. CISNOC proposes as a discussion draft the following design brief; –A National Training Centre of Athlete Excellence –A National Institute of Sport –A coordinated high performance network for all National Federations –The establishment of the Sports Institute prescient located in Rarotonga linking and coordinating the existing Tereora Sports centre adjacent to BCI Outdoor Stadium and Telecom Multi Purpose Indoor Sports Arena (TSA) –Tereora & Titikaveka Colleges and other private Colleges, the proposed new USP Education extension facilities and National Federation facilities (eg Matavera CIFA Football Centre) –The BCI Stadium Land held in Trust in Perpetuity for Sport and this land & buildings structure is extended to include the Telecom Sports Arena & CISNOC Olympic House
