Clause NoProposed changeJustification Section II - Text of the global technical regulation 3.20 3.20 “[warm-up cycle ” means sufficient vehicle operation such that the coolant temperature rises by at least 22 ºC from engine start-up to at least 70°C [or the lubrication oil temperature rises by at least [ xx ] ºC from engine start-up to at least [ yy ] °C. In the case of an air-cooled engine as alternative to the coolant temperature either the rise in temperature of the cylinder block or of the cylinder head surface may be selected]. India proposal: India would like to propose that temperature measurement to be monitored during vehicle warm up condition shall be at spark plug seat instead of monitoring various temperatures like coolant, oil, cylinder head / cylinder surface for various configurations like air cooled, water cooled, oil cooled or dry/wet sump, etc. Monitoring spark plug seat temperature is an unique and standardized location for all above combinations without any hurdle for both manufacturer as well as for test authorities. Needs further discussion. Refer India presentation on data collected on some Indian vehicles. Annex 3 3.1.1 Delete this clause: 3.1.1. The environmental OBD verification and demonstration tests shall be carried out on a test vehicle that shall be properly maintained and used, dependent on the chosen test type V method on durability requirements of pollution control devices at the discretion of the Contracting Party. India had suggested deletion of Clause 3.1.1 & 3.1.2 Annex 3, which calls for checking on a vehicle which has undergone type test. Here, reference to Type V test which is not defined in GTR is not appropriate. However, clause 4 adequately defines the procedure for OBD environmental test Annex 3 3.1.2 Delete this clause: 3.1.2. The test vehicle(s) shall be equipped with the aged emission components used for durability tests. Clause No India commentsJustification Section II - Text of the global technical regulation Section II, Annex I, 3.2 India supports the proposal to delete the ABS (on/Off) the test requiredBraking system requirement dealt by GRRF. It will not be proper for GRPE to incorporate the requirement not acceptable to GRRF. Section II, Annex I, 4.2.5 If an approval authority receives a request from any interested components, diagnostic tools or test equipment manufacturer for information on the OBD system of a vehicle that has been type-approved by that Type Approval authority to a previous version of this Regulation (if any), (a) the that approval authority shall, within 30 days, ask the manufacturer of the vehicle in question to make available the information required in points 3.1. and 3.2.; (b) the vehicle manufacturer shall submit this information to the that approval authority within two months of the request; (c) the that approval authority shall transmit this information to the other Contracting Parties” approval authorities and the approval authority which granted the original approval shall attach this information to the vehicle approval information. We understand that this Text is in line with ECE R83 Rev 5. This is to take care of the availability of service tools which have gone out of production. To ensure inclusion of the text ‘ (if any)’ will take care of intent, and will be carried forward in the future versions too. We are in agreement with Netherlands concerns that their exist no previous version of this GTR. B) On Japanese proposal to Align the scope with EVAPO document is acceptable to India, the consequential changes regarding the three wheeler category has already been taken care in running para 17, 18,19 and 20 on Page 7 of EPPR-16-05e. On Proposal from Netherlands to delete the clause 4.2.5 is acceptable to India, However if clause has to be retained it should be modified as below (Changes suggested by Netherland are in red font / double strike ) Indian proposed additions are in blue font.
