Law Enforcement Assistance Chesterfield County Police - Night Club Enforcement Attorney Chesterfield County Police - In service classes provided by the Commonwealth Attorneys Office for the Chesterfield County Police: Moot Court, Video Role Call DUI Presentation, CLE for Police Officers online courses Chesterfield County Police - Interview and Interrogation School Chesterfield County Sheriff – Search and Seizure Instruction Attorney to coordinate with hospitals concerning DUI blood tests VA State Police – Sex Offender Attorney 5

Public Safety Impacts Reduction of Positions No longer have a prosecutor in traffic court No longer able to prosecute misdemeanors in General District Court Public time, Judge time, Police time (overtime will be impacted) It will take longer to move cases through the court system (speedy trial issues) Defendants in jail longer with an increase in cost to the Sheriff of $98.00 a day) Loss of revenue for the County (charges written under county code are dismissed because no prosecutor is present to ensure that proper evidence is submitted Neighborhood disputes will fester leading to further incidents or citizens taking the law into their own hands (Please see Attachment) 6

Accomplishments Commonwealth Attorney’s Bounce Back Program Instituted bad check program in May 2007 – from January 2008 to December 2008, this program has recovered more than $107,000.00 Enables merchants and service providing citizens with a means of recovering funds Offenders are required to make full restitution, complete education course and pay administrative costs of program No cost to victim or taxpayer Police Department relieved of time and expense of arresting bad check offender Merchants and their employees spend less time going to court Court dockets are reduced Vertical Prosecution Closure brought to a 17 year old double homicide case (Food Lion) Wills for Heroes Program Creation of the Virginia S. Duvall Award for Excellence in Juvenile Prosecution 8
