Safety PARTI Meeting June 30, 2008 A. Shemyakin 1.Safety at Fermilab 2.Driving accidents: experience of PARTI students 3.Computer security
2
2 Safety at Fermilab Safety has one of the highest priorities at Fermilab On of the important criteria of the lab performance for DoE Good safety is good for people and beneficial for the lab You have to fit into the Fermilab’s safety culture Fermilab is one of safest places in US to work A lot of attention and money Mandatory safety reviews on weekly meetings; safety reports in Fermilab Today; safety analysis of procedures and equipment;... Performing at the present level of safety goal is really difficult task The rate of recordable injuries is required to be significantly lower that what happens at home At this rate, psychologically the environment is considered as absolutely safe Must be changed to succeed
3
3 Safety goals TRC = Total Recordable Cases Work – related injury or illness serious enough to require a hospital visit or prescription drugs TRC rate: (Number of incidence * 2 10 5) /(Total number of worker * hours) Number of incidents per 100 worker per year Fermilab goal TRC = 0.65 6.5 10 -3 /(worker*year) Fermilab’s FY2009 goals are not met We are required to put more attention to safety
4
4 Safety goals - comparison Fermilab TRC rate goal: 0.65 ~ 6.5 10 -3 /(worker*year) For comparison: All Illinois industries (2007): 4.1 http://www.bls.gov/iif/oshwc/osh/os/pr076il.pdf Rate of medically attended injury and poisoning episodes: 115.7 per 1000 persons per year http://www.cdc.gov/nchs/fastats/injury.htm http://www.cdc.gov/nchs/fastats/injury.htm Let’s assume effective hours ~ (total hours) – (sleep 8 hrs/day) – (work hours) The rate comparable to TRC definition is ~ 6 Info from AD/ES&H: Analog for home injuries ~2.2 –43% of them are from falls The comparison means that you are required to behave in a much safer manner than your “natural” habits tell you
5
5 What you should do Remember about safety Always think about possible safety implications of what you are planning to do At work, at home, while driving … More careful than you used to Learn and follow safety procedures at your working place Appreciate the fact that you likely belong to a high-risk group Age Auto insurance is higher for people under 25; reflects statistics –For example, sleepless nights are often considered acceptable Newcomers Origin According to my experience, public and officials in Russia are more tolerable to safety violations and accidents
6
6 Experience of PARTI students: rollover on a highway (2007) Driver decided to adjust the temperature control while driving at 74 mph, turn attention from the road, and lost control The car was totaled Students on the rear seat were not buckled up One student flew from the rear seat through the front window –Spent a day in a hospital Strictly speaking, was not related to Fermilab (happened on vacation), but matters as an experience of your fellow students Day time; dry and empty road An inexperienced driver; two nights almost without sleep; full car of students For a 16 year old, a chance for an accident increases by 3 time with 3-4 teenagers in the car –http://www.edmunds.com/advice/womenfamilies/articles/44877/article.html Lesson: Follow rules! the more dangerous are the conditions, the more attention should be paid to the road Avoid driving if you are uncomfortable doing that
7
7 Experience of PARTI students: accident at an intersection (2007) Driver went alone to O’Hare, took a wrong exit, and, trying to combine driving and attempts to find the right path, did not notice the red light The car was totaled; nobody was injured Day time; dry road Inexperienced driver; late start and driving in a rush; busy streets Lessons: Plan in advance Driving in a new place, try to have a second person with you in the car who can check the map If lost, stop in a safe place and think Avoid long drives until you have enough experience with short ones –Illinois requirements for high school students: 20 hours of driving with a professional instructor plus 50 - 100 hours with parents, including driving in bad conditions
8
8 Experience of Russian students: minor accidents Minor accidents while parking happened every year Scratches and dents on the rental cars Most of the accidents while backing Lessons: Start, move, and stop slowly at the parking lot Stop and look if unsure whether the car fits in My personal solution: parking backwards if vision from the parking slot is restricted Running a car into a large puddle (2008) Car stopped; had to push it for a mile $150 to repair Please use a common sense
9
9 Experience of Russian students: bicycling (2006-2008) 2005: a student fell while biking home Deep bruises on shoulder, arm, and leg New road (first days in US), a night with little sleep Lessons: don’t try to combine speeding and attempts to find out where you are consider sleep deprivation as a dangerous factor Bicycles were damaged every year Typical repair is ~$200 As a rule, result of reckless driving Please be careful with bikes Cases of biking without helmets Fermilab’s bikes are considered to be government vehicles, which drivers have to wear helmets Bikes must be locked when left unattended
10
10 Computer security Do not install software on your Fermilab computer without mentor’s permission Installing illegal copies can be very costly for Fermilab Discuss with your mentor what software you need Lock your computer when you leave Don’t share passwords and don’t open links and attachments in e-mails from unknown addresses Ask your mentor or computer administrator in a case of doubts
11
11 Conclusion Accidents that have happened were related to driving or bicycling Always remember that you are in a high-risk group and correct your actions accordingly Advices: Read, learn, and follow the Illinois’ Rules of the Roads Don’t speed; buckle up including at the back seat Right turn on red; 4-stops; turn lights on if wipers are on Day time lights and driving in the right lane are recommended Be specially attentive to pedestrians and bicyclists at Fermilab 2006: a Russian-native graduate student hit a bicyclist near the Village So far, there were no reportable injury cases among Russian students Let’s continue this tradition! Stay safe and healthy!
