Güngör GÜZEL –Daire Başkanı Mart - 2015 MEGSIS Spatial Property System (MEGSIS) aimed collecting to digital and raster data available on the local computers of cadastre directorates in a centralized system. MEGSIS is an open-source GIS project of General Directorate of Land Registry and Cadastre (TKGM).

The e-services provided by TKGM can be accessed by e-government users over e- government gate, query services by all citizens over institutional web site, and by institutions through web services with protocols. Güngör GÜZEL –Daire Başkanı Mart - 2015 When MEGSIS started to be designed in 2009, TKGM’s priority was to satisfy the demands of stakeholder institutions and organizations as well as citizens as fast as possible. Hence, data collection work on almost 57 million parcels was completed swiftly on the basis of data collection model. Comparison of Current Situation of MEGSIS with Ideal Cadastre Data Model 6 Hence, our aim, within the framework of the ideal cadastral data model that we designed, is to and develop data management, data improvement and updating methods by creating a cadastral registry which include all geometries and details whether subject to registration or not.

Güngör GÜZEL –Daire Başkanı Mart - 2015 Data Management and Quality Data management does not only imply the management of parcel information, but rather the management of all cadastral data. Improving the management and quality of all cadastral data would be impossible unless a register including all cadastral data is composed and the integration of all details is monitored.

In this context, it is planned to establish the link between Coordinated Summary Charts, Area Calculations and Scale/Demarcation/Building Survey Sketches with the parcel. Not available Designation of cadastral project area and administrative unit borders In order to provide a basis for a solution to the neighborhood problem, District-wise Unit Geometries will be classified under one of the three categories, i.e. Project Area, Administrative Border unless There is a Project Area or Exterior Area unless There is No Administrative Border, and hence it is planned to designate cadaster, land, and administrative neighborhood borders in the district. Güngör GÜZEL –Daire Başkanı Mart - 2015 Steps Ideal Cadastral Data Model Implementation MEGSIS- Current Situation Specification of Data Transfer Strategy This step intends to save the details in the file uploaded into the system by uploading geometries or geometry groups with the same attributes rather than creating a file-based system. Kept on the basis of unit neighborhood Establishing a verification mechanism It is planned to use and share geometries uploaded into the system and metadata concerning these geometries through a dual confirmation mechanism by defining the user logging in the system and the user confirming the abovementioned data. Not available Establishing a feedback mechanism It is planned to draw up feedback formats by specifying all possible problems that may arise in relation to data, and have all users to record these errors by selecting from these formats.
