Federal Acquisition Service Contract Requirements  I-FSS-639 CONTRACT SALES CRITERIA - Government may cancel contract in accordance with 552.238-73 unless reported sales are $25,000.  NOTE: 552.238-73 CANCELLATION Cancellations take effect 30 days from the date of modification issuance (30 days from date of the issue date cited on the SF 30). 3

Federal Acquisition Service Cancellation Events and Processes  Cancellation modifications are processed under the GSA Schedule Contract  GSA Schedule Contract will expire 30 days from the effective date of the cancellation modification.  GSA Schedule holder will receive an email along with a modification notice from FSS online.  GSA Schedule holder is able to accept work up to the cancellation date.  Continue to report IFF until all TOs are completed.  BPAs die on the GSA Schedule Contract date of cancellation. 8

Federal Acquisition Service Once a Let Expire or a Cancellation is Processed  If contract has been processed as let expire or a cancellation modification has been issued, there is one action of recourse (if work is awarded prior to the date of expiration or cancellation). And if the Contract Schedule Holder is able to notify and provide accurate and sufficient 10 days prior to expiration or cancellation: The contract cancellation may be rescinded by way of modification with a withdraw letter from the PCO along with a notice from FSS Online. 9

10. Federal Acquisition Service Once Cancellation Processed cont… What happens to active Task Orders (TOs) and BPAs against a GSA Schedule Contract that has expired or has been cancelled? TOs against a GSA Schedule Contract are unaffected. TOs may continue to run through their period of performance as maintained by the TO contracting officer. BPAs die. 10

Federal Acquisition Service Once Cancellation Processed cont… A GSA Schedule cancellation does not:  Modify any TOs;  Initiate any ordering contracting officers to modify TOs;  Restrict the exercise of any ordering contracting officer’s discretion in modifying existing orders; or  Relieves GSA Schedule Holders of their obligation to continue performance on any TO (whether TO performance is extended by TO option(s)). 11

SCP-FSS-0001 INSTRUCTIONS APPLICABLE TO ALL OFFERORS In accordance with SCP-FSS-0001 Instruction Applicable to all Offerors (Mar 2014), "If the Offeror was previously awarded a Schedule contract that was cancelled or allowed to expire due to low or no sales, a new offer for the Schedule will not be considered unless a minimum of 12 months have passed since the effective date of the cancellation or the expiration date of the previous contract. Any offer submitted prior to the completion of this 12-month period will be rejected.“ 14
