2 What does the Maryland Department of Labor, Licensing and Regulation (DLLR) do? The Department of Labor, Licensing and Regulation protects and empowers Marylanders by safeguarding workers, protecting consumers, providing a safety net, and cultivating a thriving workforce that can meet the demands of Maryland’s dynamic economy.

4 Workforce Development and Adult Learning (WDAL) Oversees the State’s workforce programs Ensures that employers have the skilled workforce they need to be competitive Provides Marylanders with access to employment and training resources and services Administers adult education, literacy, and correctional education programs in conjunction with the workforce development programs to ensure a comprehensive and collaborative system of workforce creation

6 Maryland’s One Stop Career Centers DWDAL oversees the 35 One Stop Career Centers in the 12 Workforce Investment Areas (WIAs). DWDAL and its partners serviced over 550,000 One Stop visitors with an average of nearly 46,000 customers a month, or roughly 3,800 visitors per WIA area receiving job seeker services as well as employer services in Program Year 2009. Each One Stop Career Center caters to the unique needs of the local county or workforce investment area. DWDAL strives to continually enhance the services that can be offered to all Marylanders.

7 Maryland’s Libraries Serve as a critical resource to local communities throughout the state. Often serve as the initial contact for those who have lost their jobs. Provide assistance in career planning and development. Provides internet access to many Marylanders. Provide on-line training in the use of MWE. Assist in workforce development by providing: Instruction in completing job applications, Assistance in writing a resume, and Preparation for the interview process. Provide ABE/ESL instruction in Howard County.

9 Maintains and develops Maryland’s workforce by: Providing funding training Assisting in job searches Assisting with connecting businesses with employees Reporting the needs and demands of the labor market Offering tax incentives for employers Providing a full range of employment services to applicants with disabilities 35 One Stop Career Centers 12 Workforce Investment Areas (WIAs)

11 Adult Learning Adult Education and Literacy Services Ensures that adult learners are part of Maryland’s upwardly mobile workforce by: Providing leadership for the establishment of adult education goals, Overseeing the implementation of the federal Adult Education State Plan (33 Adult Education Programs), and Administering the statewide GED testing program (17 testing sites) and the National External Diploma Program

12 Adult Learning Adult Education and Literacy Services Statistics – PY 2009 (7/1/2009 – 6/30/2010) 11,847 applications processed for testing 9,405 test administered 5,536 diplomas issued 3,400 + students entered employment during the first three quarters of fiscal year 2010 Wait time reduced from 60 to 19 days for test results

13 Adult Learning Correctional Education Provides academic, library, occupational, and transitional services to incarcerated students in state correctional institutions. Adult Basic Education GED Preparation Special Education English for Speakers of Other Languages (ESOL) College classes On-the-Job Training (OJT) Library Services

14 Adult Learning Correctional Ed Statistics – PY 2009 (7/1/2009 – 6/30/2010) CE – the approximate number of students served per program are as follows: 12,000 - academic programs 1,800 - occupational programs 4,000 - transitional programs 704 - earned a GED 3,363 - completed a transitional program 907 - completed an occupational program

15 Working together to connect Marylanders with education and jobs DLLR works with partners to connect job seekers to jobs and to explore all resources available to assist Marylanders The Maryland Library Association’s (MLA) Strategic Plans for 2011-2014 (as revised on March 16, 2011) complement the DLLR goals of utilizing all resources and technologies available to help Marylanders
