Accountability  Purpose  The System Board has established and negotiated with the Department of Education the required Core Indicators of Performance for postsecondary eligible recipients, in accordance with Perkins IV guidance from the U.S. Department of Education. 11. Reserve  Purpose  Grants in this category will be awarded to colleges only for projects related to Career Prep, Statewide Programs of Study (POS) and Supporting Student Success. Proposals will be accepted from each technical college to support Career Prep activities. Proposals will be solicited from colleges for grants to promote innovative or successful practices in the areas related to the Statewide POS and the student success priorities of the System Board. 11

12. Perkins – Reserve Funds 12  No changes from FY2015-16  Colleges are invited to participate, and there are three (3) main priorities.  Priorities:  Career Prep  Statewide Programs of Study (POS)  Supporting Student Success

13. Perkins Reserve – Career Prep 13  An allocation of $687,600 will be made available to fund Career Prep. Base funding in the amount of $25,000 for each technical college, plus an additional formula amount will be made available for this priority.

14. Perkins Reserve– Statewide Programs of Study Funding will be made available in the amount of $58,700 on an invitation only basis to a technical college to support the ongoing development and implementation of the POS website. www.wicareerpathways.org 14

Perkins Reserve – Supporting Student Success  Funding in the amount of $200,000 will be made available, on an invitation only basis, to four colleges to submit applications for this grant category based upon the number of veterans currently enrolled in a CTE program (reported through Client Reporting) and have completed 12 or more program courses with a grade of C (2.0) or better. This component will provide funds to provide direct and collaborative student support services. 15

17. Student Success  Purpose  Grants in this category are awarded only to provide direct student and support services designed to meet the needs of designated career and technical education students including students on career pathways. Preference should be given to providing student and support services to students the college determines are “at risk” of not completing a postsecondary career and technical education course/program or obtaining employment upon graduation from a postsecondary career and technical education program. The services funded under this priority should be designed to assist these “at-risk” students to participate and complete career and technical education program courses, graduate from applied associate degree, one- or two-year technical diploma, or apprenticeship programs, and obtain employment in a field related to their career and technical education program.  No Changes from FY 2015-16 other than Grant Contact  Page 42, 6 credit rule 17

Promoting and Supporting High School to College Transitions for CTE Students 19 FY 2016-17 Grant Contact: Ann Westrich 608-261-4588 E-mail: ann.westrich@wtcsystem.eduann.westrich@wtcsystem.edu FY 2016-17 Perkins Flex Funding Available, no minimum requirement. This grant must support the work of the Career Prep Grant, and needs to address one or more of the Career Prep outcomes found on pg. 33. This grant is a great way to add to the transition activities from Secondary to Post-Secondary for students. Pages 46-49 of Perkins Grant Guidelines

20.  No changes from FY2015-16  Purpose Grants in this category are awarded only for enhancing a high school student’s technical and academic skills, providing opportunities for transition to postsecondary education, or the joint development of additional Rigorous Programs of Study (RPOS) by the college with one or more secondary partners. Funded activities should supplement the College’s other existing efforts to improve high school to postsecondary transitions for secondary students as well as complement the districts Career Prep Reserve Grant and its outcomes. 21.  Reminders:  Always refer back to the Career Prep outcomes when creating the activities, ask yourself where do they fit?  Use this grant to go “above and beyond” while still supporting Career Prep. Strengthening CTE Programs Purpose  Grants in this category are awarded only to improve the performance outcomes of WTCS programs of significant size and scope that directly link to maintaining or improving Perkins IV Core Performance Indicators. Changes from FY 2015-16  Funds Available and Limitations  #7 – Clarified – The first step in the application process is to obtain written approval from the System Office via Julie Tyznik regarding your concept proposal which should include the program name, program number and Perkins indicator(s) targeted, as well as the year if in a multiyear plan. This step should be completed and approved by December 11, 2015 and before you begin planning your grant activities.  Removed #8 – Instruction for requesting funding for any program improvement. 23

24. Strengthening CTE Programs Changes from FY 2015-16  Funds Available and Limitations  #9 – Clarified – Applications for funds to implement a multi- year improvement plan for a program and an indicator within that program will be approved based upon acceptable annual project and budget revisions as well as satisfactory prior year performance. Colleges are encouraged to fund the improvement plans for a sufficient timeframe to allow for improvements to impact one or more of the Perkins indicators.  #17 – Added – No food or beverage costs are allowed.  #19 – Clarified – No development of or improvement plans for short-term programs (aid code 30) or WTCS Pathway Certificates (aid code 61) are fundable. 24

Strengthening CTE Programs Changes from FY 2015-16  Outcomes and Allowable Activities  #1 – Removed “up to three years” reference.  Removed #3 – “Specific emphasis on graduation, retention, NTO enrollment, and NTO retention is strongly encouraged as these performance levels are increasing more than others.”  Application Components  Updated Section 11 Application Abstract and 13.A Statement of Need instructions. NTO  Purpose  Grants in this category are awarded only to provide services to retain students in nontraditional career and technical education programs and to provide career awareness, career development, and pre-technical activities to support the enrollment of students in nontraditional postsecondary career and technical education programs (See Definitions). Services may be provided to potential NTO students who are not yet enrolled; however, the expectation of such activities is that the college will see an increase in NTO enrollments. 28
