Guidelines are not followed because of: 1.Farmers are not aware of FSP guidelines 2.Agric. officers lack capacity (logistical and financial) to monitor the FSP HAS THE FSP REDUCED POVERTY? 1.No improvement in livelihoods 2.Erosion of livelihoods assets 3.Worsening rural social inequality
